A regular session of the Pawtucket Board of License Commissioners was held Wednesday, January 7, 2026, at 7:35 p.m., in the Temporary City Council Chambers, 2nd floor, 100 Freight Street, Pawtucket, RI. Video

 

Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio and Stachowiak.

 

Absent – Councilor Wildenhain.

 

Chairperson Mercer presided.

 

1.      The reading of the records of December 10, 2025 was dispensed with and the records were APPROVED as prepared by the Clerk. Video

 

 

2.      Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED, on a unanimous voice vote. Video

Mr. Grady stated that they are looking to buy a property and open the store there.  He has two letters of intent out for properties.  He understands that his license will become null and void if he does not have a location by December 1, 2026.

 

There were no other speakers.  The hearing was closed.

Speaking were applicants Arondae Washington, 54 Sophia Street, Providence, RI, and Tejae Santos, 189 Dartmouth Street, Pawtucket, RI.  Also speaking was J.T. West, 23 Boutwell Street, Pawtucket, RI.

Mr. Washington stated that they held parties after December 2, 2025; however, no liquor was sold.

Councilor Neicy noted that both applicants had legal matters which had not been expunged and one case still pending.

She also noted that Captain Dolan sent in a letter stating that the establishment was selling liquor after December 2, 2025, without a license.  President Mercer read the letter from Captain Dolan.

Mr. Washington apologized for the sale of liquor and stated that he was unaware that he was required to be closed.

President Mercer noted that the Clerk’s office told the applicants that they couldn’t be open and read the email sent to them from Deputy Clerk Hardy on November 18th.

Mr. Washington explained that he receives approximately 3,000 emails on his personal email and did not read the notice but does respond to emails sent to the JRI email.

It was noted that the city did not receive the JR1 email address until December 4, 2025, and the email was sent by Ms. Hardy in November.

Mr. Washington stated that there was a misunderstanding and they did not realize the establishment was required to be closed.

He further stated that there were no incidents at the location during those parties.

Regarding the on-going court case, Mr. Washington stated that there was an assault involving individuals who attacked his son.  That’s the only case that’s pending.

 

There were no other speakers. The hearing was continued until January 21, 2026.

Speaking was applicant Brenda Alvarez, 62 Chester Avenue, Providence, RI.

Ms. Alvarez stated that the establishment will operate as a restaurant only, not as a bar.

The proposed hours of operation will remain the same, from 1:00 p.m. to 8:00 p.m., with the possibility of extending to 10:00 p.m. on Fridays and Saturdays.

The already have their victualling House license.

There were no other speakers. The hearing was closed.
