A regular session of the Pawtucket Board of License Commissioners was held Wednesday, January 21, 2026, at 8:09 p.m., in the Temporary City Council Chambers, 2nd floor, 100 Freight Street, Pawtucket, RI.
Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio, Stachowiak and Wildenhain.
Absent – 0.
Chairperson Mercer presided.
1. The reading of the records of January 7, 2026 was dispensed with and the records were APPROVED as prepared by the Clerk.
2. Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the *Consent Agenda was APPROVED, on a unanimous voice vote.

Ayes – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio and Wildenhain.
Noes - Councilor Stachowiak.
3. A Public Hearing was held on the following application for a license renewal advertised for the period beginning JANUARY 21, 2026 AND ENDING DECEMBER 1, 2026, and no person or persons appearing to object thereto, was GRANTED, on a unanimous voice vote:

4. THE FOLLOWING PUBLIC HEARING WAS CONTINUED AND APPLICATION FOR LICENSE WAS POSTPONED AT THE MEEING HELD JANUARY 7, 2026, AND IS AGAIN TAKEN UP:

Speaking were Arondae Washington, 56 Sophia Street, Providence, RI, and Tejae D. Santos, 189 Dartmouth Street, Pawtucket, RI, applicants. Also present was J.T. West, 23 Boutwell Street, Pawtucket, RI
Speaking was Michelle Hardy, Deputy City Clerk.
Ms. Hardy stated that she sent an email to the potential applicants advising them that they could not open as of December 2, 2025. She received a response from Mr. Washington. Ms. Hardy also spoke with the applicants on November 13, 2025, informing them that no liquor license would be issued as of December 2, 2025.
Ms. Hardy further stated that, after the application was submitted, the applicants did not pay for the required advertisement in time for the December 10, 2025 meeting. As a result, the establishment would be required to remain closed until January 2026.
Ms. Hardy also noted that police observed alcohol being purchased at the location during a compliance check on December 20, 2025.
Also speaking was Frank Milos, City Solicitor.
Mr. Milos raised questions regarding the applicants’ qualifications and an ongoing criminal case. He stated that a records check showed both applicants have criminal records, although the records are fairly old; however, one applicant has a current case pending. Mr. Milos explained that police records are one of several criteria considered when determining an applicant’s fitness to hold a liquor license.
Mr. Santos apologized for the mistakes made and formally withdrew the application for liquor and victualling house licenses.
There were no other speakers. The hearing was closed.

5. Upon motion made by Councilor Coderre, seconded by Councilor Araujo, the following petition for license was WITHDRAWN AT THE REQUEST OF APPLICANT, on a unanimous voice vote:

7. Communication from Captain David Dolan, Pawtucket Police Department to the Members of the Pawtucket City Council. (Incident at Berbena 21 aka Donde La Suegra, 267 Main Street) was READ AND ORDERED FILED.
THE CHAIR RECOGNIZED COUNCILOR CODERRE.
Upon motion made by Councilor Coderre, seconded by Councilor Araujo, the license holder for Berbena 21 aka Donde La Suegra, 267 Main Street, was requested to attend a Formal Hearing for the following reasons:
1. On or about January 1, 2026: Failure to maintain control of patrons and/or employees, agents; and/or endangering the health, safety and welfare of the general public; and/or permitting the house or place where you are licensed to sell beverages under the provisions of Title 3 of the General Laws to become disorderly as to annoy and disturb the persons inhabiting or residing in the neighborhood; and/or permitting any of the laws of this state or ordinances of this city to be violated. (See attached police report.) (Violation of R.I. Gen. Laws § 3-5-23).
2. On or about January 1, 2026: Refusing official’s access to licensed premises (See attached police report). (Violation of R.I. Gen. Laws § 3-2-6) (“If any inspector or other officer charged with the duty of supervision or inspection of places licensed under the provisions of this title is refused access to any licensed premises at a time when any person is within the licensed premises, after exhibiting his or her credentials if requested, that refusal shall be a sufficient ground for the suspension or revocation of that license”).
3. On or about January 1, 2026: Entertainment after hours. (See attached police Report) (Violation of R.I. Gen. Laws §5-22-3 regarding closing hours on New Year’s Eve and Pawtucket Ordinance §260-14 entitled “Licensing Regulations – Hours of Operations”
4. Failure to file the Fictitious Business Name “Donde La Suegra” with the City of Pawtucket for licensing purposes, and failure to file under the Rhode Island Business Corporation Act for Berbena 21 LLC (Violation of R.I. Gen. Laws §7-1.2-402)
8. Communication from Detective Captain Kenneth Dolan, Pawtucket Police Department to the Members of the Pawtucket City Council. (Incident at Noobai Restaurant and Bar – 434 Broadway) was READ AND ORDERED FILED.
THE CHAIR RECOGNIZED COUNCILOR MORAN.
Upon motion made by Councilor Moran, seconded by Councilor Moreno, the license holder for Noobai Restaurant and Bar – 434 Broadway, was requested to attend a Formal Hearing for the following reason:
1.
