A regular session of the Pawtucket Board of License Commissioners was held Wednesday, March 25, 2026, at 7:15 p.m., in the Temporary City Council Chambers, 2^nd floor, 100 Freight Street, Pawtucket, RI.

Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Moreno, Rubio, Stachowiak and Wildenhain.

Absent – 0.

Chairperson Mercer presided.

1. The reading of the records of March 3, 2026 and March 11, 2026 were dispensed with and the records were APPROVED as prepared by the Clerk.

2. Upon motion made by Councilor Araujo, seconded by Councilor Moreno, the *Consent Agenda was APPROVED, on a unanimous voice vote.

Speaking was Argelis Cruz Perdomo, 274 Northup Street, Cranston, RI, the applicant.

Mr. Cruz Perdomo stated that he had auto repair business experience prior to attending college. He indicated that he employs a secretary and a mechanic, and that the facility includes two service bays.

He proposed operating hours of 8:00 a.m. to 6:00 p.m., Sunday through Friday.

Mr. Cruz Perdomo was informed that Sunday operations are not permitted, to which he responded that he would make the necessary adjustments.

Mr. Cruz Perdomo stated that he does not own the building.

There were no other speakers. The public hearing was closed.

THE CHAIR RECOGNIZED COUNCILOR MORAN.

Upon motion made by Councilor Moran, seconded by Councilors Coderre and Gregor, the following petition for license was APPROVED on a unanimous voice vote:

Mr. Pedro Figueroa, 28 Cross Street, Central Falls, RI, was present at the meeting.

Councilor Stachowiak spoke with the owner, Wilson Ramos of New Jersey, and confirmed the following conditions: no outside repairs, no work on Sundays, no parking of vehicles on the street, and no blocking of entrances or exits by vehicles.

5. Upon motion made by Councilor Stachowiak, seconded by Councilor Moreno, the agenda was amended to include the following communications, on a unanimous voice vote:

Communication from Gregory A. Mancini, Esq., Sinapi Law Associates, to the Pawtucket Board of License Commissioners, objecting to the transfer of the Class A Liquor License of CJ’s Wine & Spirits Super Store (Nestors LLC) to 401 Liquors (RI Liquor Investments LLC) 465 Lonsdale Avenue, in the total amount of $1,814.00 for Mancini Beverage.

Communication from Paul J. Pisano, Esq., to the Pawtucket Board of License Commissioners, objecting to the transfer of the Class A liquor license of CJ’s Wine & Spirits Super Store (Nestors LLC) to 401 Liquors (RI Liquor Investments LLC) 465 Lonsdale Avenue, in the total amount of $6,429.01 for Jonson Brothers of RI, Inc.

Upon motion made by Councilor Stachowiak, seconded by Councilor Moreno, the following objections were READ AND ORDERED FILED:

401 Liquors (RI Liquor Investments LLC) 465 Lonsdale Ave. LQA-26-1 (transfer from CJ’s Wine & Spirits Super Store (Nestors LLC) 593 Weeden St.)

Speaking was Keith Gillis, 64 Oakland Avenue, Burrillville, RI, store manager.

Mr. Gillis stated that he has worked in other stores for 20 years and plans to make improvements to the interior of the store.

There will be between three and six employees.

The proposed hours of operation are Monday through Saturday, 9:00 a.m. to 10:00 p.m., and Sunday, 10:00 a.m. to 6:00 p.m.

Security will be provided.

There were no other speakers. The public hearing was closed.

Speaking was James Monteiro, 47 Cathedral Avenue, Providence, RI, the applicant.

Mr. Monteiro stated that he plans to have two to three tables on the sidewalk, with three to four chairs at each table.

There will be five employees, and his wife is TIPS certified.

The proposed hours of operation are 12:00 p.m. to 1:00 a.m.

The establishment will operate as a restaurant with an art gallery and will host events.

There were no other speakers. The public hearing was closed.

Speaking was Bruno Teixeira, 204 National Whipple Highway, Cumberland, RI, the applicant.

Mr. Teixeira stated that he is currently known at 605 Broadway.

He plans to have outdoor seating on Roosevelt Avenue. The establishment will operate as a sports bar, and he intends to rent the hall upstairs. Entertainment would be similar to what is currently offered.

He will employ three family members and will host events.

Mr. Teixeira recently purchased the property and had the closing on February 27, 2026.

There were no other speakers, and the public hearing was closed.

14. FORMAL HEARING WAS POSTPONED AT THE MEETING HELD MARCH 11, 2026, AND WAS AGAIN TAKEN UP:

CLASS B (VICTUALLER) –

Noobai Restaurant and Bar (434 Broadway Inc.) 434 Broadway, LIC#LQB-24-42

Representing the City of Pawtucket was Frank J. Milos, Jr., Esq., City Solicitor.

Mr. Milos stated that an agreement has been reached, and the license holder has admitted to the violation. The agreement requires a $500.00 fine to be paid within 30 days, with no suspension imposed.

Speaking was Monica Horan, 393 Armistice Boulevard, Pawtucket, RI, attorney for the license holder.

Attorney Horan stated that her client was fully cooperative with both the police and the City, including calling 911. She emphasized that her client’s actions were intended to assist the person involved. This was an isolated lapse, and there was no intent of malice. The license has had no prior issues over the past three years.

Speaking was Auderito Vieira, 12 Walnut Street, Pawtucket, RI.

Mr. Vieira stated that he moved the patron across the street to the Warren Tire lot to provide more space. He believes he helped save the patron’s life by calling 911, as the patron was experiencing internal bleeding. He remained with the patron the entire time.

The formal hearing was closed.

THE CHAIR RECOGNIZES COUNCILOR MORAN.

Upon motion made by Councilor Moran, seconded by Councilor Moreno, the Council ACCEPTED THE PLEA OF NOLO CONTENDRE AND ORDERS THE LICENSE HOLDER TO PAY A FINE IN THE AMOUNT OF $500.00 WITHIN 30 DAYS, for the following reasons:

On or about January 7, 2026: Failure to maintain control of patrons and/or employees, agents; and/or endangering the health, safety and welfare of the general public; and/or permitting the house or place where you are licensed to sell beverages under the provisions of Title 3 of the General Laws to become disorderly as to annoy and disturb the persons inhabiting or residing in the neighborhood; and/or permitting any of the laws of this state or ordinances of this city to be violated. (See attached police report.) (Violation of R.I. Gen. Laws § 3-5-23).

Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the meeting was adjourned at 8:16 p.m.
