A regular session of the Pawtucket Board of License Commissioners was held Wednesday, May 6, 2026, at 7:28 p.m., in the Temporary City Council Chambers, 2nd floor, 100 Freight Street, Pawtucket, RI.
Present – President Mercer; Councilors Araujo, Coderre, Gregor, Moran, Rubio, Stachowiak and Wildenhain.
Absent – Councilor Moreno.
Chairperson Mercer presided.
1. The reading of the records of April 22, 2026 was dispensed with and the records were APPROVED as prepared by the Clerk.
2. Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the *Consent Agenda was APPROVED, on a unanimous voice vote.
3. *THE FOLLOWING PETITIONS FOR LICENSES WERE APPROVED ON A UNANIMOUS VOICE VOTE:
ENTERTAINMENT -
A. Petition of Centerville Bank Stadium at Tidewater Landing for a license to have a Comedy Show at 11 Tidewater Street, on Friday, June 12, 2026, from 5:00 p.m. until 11:00 p.m. EVT-26-8

STIPULATION PER ZONING BOARD 12/05/2011
1. The business shall not operate after 6:00 p.m.
2. There shall be no music of any kind playing outside.
3. No tow trucks or flatbed trucks shall be parked on the street.
4. Employees parking shall not be permitted on the street.
5. There shall not be any outside repairs; all repairs shall be done inside the facility.
6. There shall be no more than 11 vehicles stored outside the facility.

12. Upon motion made by Councilor Araujo, seconded by Councilor Gregor, the agenda was amended to include the following communications, on a unanimous voice vote:

KENNEL Renewal -
Harmony (Harmony Dog Training LLC) 65 Patterson Ave. LIC#KNL-25-2
Speaking was Keke Whitsey, 45 Patterson Avenue, Pawtucket, RI.
Ms. Whitsey stated that she has had enough of the chaos associated with the kennel. She said that two years has been sufficient time for the owner to address the ongoing issues, including barking early in the morning, noise disturbances, and odor concerns.
Ms. Whitsey noted that she has nothing against the owner personally and that the area was quiet and pleasant before the kennel moved in. She also stated that she does not believe the location is appropriate for a kennel.
Also speaking was Mattie Weeden, 64 Vale Street, Pawtucket, RI.
Ms. Weeden stated that residents have been dealing with these issues for the past two years. She said that dogs can be heard barking well into the night and that no one is present at the facility overnight to quiet the dogs. Ms. Weeden also expressed concerns regarding the odor coming from the kennel.
She further stated that she was told by a realtor that she would lose approximately $10,000 to $15,000 in property value if she were to sell her home because of the kennel.

With majority consent of the Board, upon motion made by Councilor Gregor, seconded by Councilor Araujo, the following petition for license renewal was POSTPONED UNTIL JUNE 10, 2026, on a unanimous voice vote:

THE CHAIR RECOGNIZED COUNCILOR GREGOR.
With majority consent of the Board, the following motion made by Councilor Gregor, seconded by Councilor Araujo, was PASSED on a unanimous voice vote:
The Clerk was instructed to send a communication to Carl Johnson, Director of Zoning and Code Enforcement, and Lt. Joseph Skahan of the Pawtucket Police Department Animal Shelter, requesting that Zoning and Animal Control conduct inspections of the Kennel three to four times during the night.
14. Communication from Captain David Dolan, Pawtucket Police Department, to the Pawtucket Board of License Commissioners regarding The Industrial Café (AC Property Management LLC), located at 120 Webster Street – Report of all calls from December 2025 through May 2026, was READ AND ORDERED FILED.
THE CHAIR RECOGNIZED COUNCILOR MORAN.
With majority consent of the Board, the following motion made by Councilor Moran, seconded by Councilor Coderre, was PASSED on a unanimous voice vote:
The Clerk was instructed to send a communication to Captain David Dolan of the Pawtucket Police Department requesting that they continue monitoring calls to The Industrial Café through the end of August to ensure that no further incidents occur similar to the one that took place on March 1, 2026, during which music was heard and people were inside the establishment at 3:30 in the morning. They requested an additional call report regarding The Industrial Café at the end of August.
Also, the Clerk was instructed to provide a copy of the above letter from Captain Dolan to the license holder of The Industrial Café and express their concerns regarding the incident on March 1st.. They want him to know that if any additional violations such as that occur again, he will be called before the Board for a show cause hearing.
The Board also wanted to notify the license holder that they will be asking the police department to continue monitoring the establishment through the end of August.
15. THE FOLLOWING PETITION FOR LICENSE WAS APPROVED ON A UNANIMOUS VOICE VOTE:
ENTERTAINMENT & CLASS F (Beer & Wine) –
Petition of St. John Paul II Parish, 755 Central Avenue, for a license to conduct an International Night Festival and to sell beer & wine on Sunday, May 17, 2026, from 5:30 p.m. until 9:00 p.m. LIC#EVT-26-23
Councilor Gregor recused himself on the petition from St. John Paul II Parish, based on his statement, “I am active member of the parish.” (Report Filed)
Upon motion made by Councilor Araujo, seconded by Councilor Wildenhain, the meeting was adjourned at 8:09 p.m.
