Regular Town Council Meeting
November 2, 2021
6:00 P.M.
Council President Carpenter called the meeting of the Richmond Town Council to order at 6:00 P.M. held on October 19, 2021. This meeting was held In-Person at Town Council Chambers, 5 Richmond Townhouse Road, Wyoming, RI, and was also teleconferenced via Zoom.
Town Council Members present in Council Chambers were as follows: Council President Nell Carpenter, Council Vice President James Palmisciano, Councilor Rich Nassaney, Councilor Lauren Cacciola, and Councilor Ronald Newman. Also present Town Administrator Karen D. Pinch, Town Solicitor Karen Ellsworth, Chief of Police Elwood Johnson, Finance Director Laura Kenyon, Town Planner Shaun Lacey, Deputy Town Clerk Deb Ruzzo and Town Clerk Erin Liese.
The Pledge of Allegiance was recited.
A moment of silence was held in remembrance of Sheila Grover who passed away on October 27, 2021.
| Sheila A. (Gentile) Grover, 53, died peacefully on Wednesday, October 27, 2021, in her childhood home in Wilbraham, surrounded by her loving family. Born in Springfield, Sheila attended Wilbraham schools and graduated from Minnechaug Regional High School in 1986. She earned a Bachelor's Degree from Emerson College in Boston. Sheila had many talents. She became nationally ranked traveling across the country as part of her college debating team. She loved to travel. She spent a semester touring Europe and visited India, Greece and Canada. After college, Sheila pursued her career in the entertainment business, working in Boston and eventually New York City. She worked her way up to Costume Supervisor for many movies and television shows, including many years at Law and Order, Criminal Intent. Her final employment was as Supervisor for Amazon's The Marvelous Mrs. Maisel. This earned her two Emmy nominations as part of the Costume Team headed by Donna Zakowska. Eventually Sheila settled in Richmond, RI, close to the beaches that she loved so much. Sheila was active in the Richmond, RI community where she was elected to the School Committee. She is survived by the "Light of her life" and her greatest accomplishment, her 12 year old daughter Emma Jane Grover, her devoted parents; Michael and Alice (Rohan) Gentile of Wilbraham, husband Steven Grover of Richmond, RI, brother Michael Gentile and his wife Sharon of Wilbraham, beloved step daughter Sasha Emmens and her husband Jordan and granddaughter Millie, all of England, step daughter Nicole Grover and many aunts, uncles, nieces, nephews and friends. Sheila's family would like to thank her "Mrs. Maisel work crew" who never forgot her during her battle with cancer. Also, the caring staff at South County Cancer Center, especially Dr. Taber. Services for Sheila will be private and at the convenience of the family. Wilbraham Funeral Home, 2551 Boston Rd., Wilbraham is assisting the family. In lieu of flowers, the family requests memorial contributions be made to the "Emma Grover Benefit Fund," c/o Monson Savings Bank, 100 Post Office Park, Wilbraham, MA 01095. |
Council President Carpenter commented on the life of Mrs. Grover.

Council President Carpenter read the following resolution:

Resolution Recognizing Mr. Daniel Koussa
WHEREAS, Mr. Daniel Koussa is a Resident of Richmond, Rhode Island; and
WHEREAS, Congratulations and citations are in order for Daniel Koussa for his heroism assisting a man in need; and
WHEREAS, Mr. Koussa was quick thinking and compassionate and did not hesitate for a moment to provide assistance; and
WHEREAS, Daniel utilized his skill building provided by the Compass Program at West Bay Collaborative; and
WHEREAS, This courageous action and act of heroism which deserves special recognition by community and Council of the Town of Richmond; and
NOW THEREFORE, BE IT RESOLVED that the sincere appreciation of the Richmond Town Council and all the citizens at large of this community, are hereby extended to Daniel for his heroic action. The Town of Richmond recognizes Mr. Daniel Koussa as an exemplary model citizen.

2) Resolution Authorizing Richmond’s Participation in the Wood-Pawcatuck Watershed Flood Prevention Project
Town Planner Lacey provided a brief update on the project.

RESOLUTION AUTHORIZING RICHMOND'S PARTICIPATION
IN THE WOOD-PAWCATUCK WATERSHED FLOOD PREVENTION PROJECT
WHEREAS, the U.S. Department of Agriculture's Natural Resources Conservation Service provides funding for technical assistance in the development of watershed protection and flood prevention projects; and
WHEREAS, the Southern Rhode Island Conservation District is the lead sponsor of the Wood-Pawcatuck Watershed Flood Prevention Project, currently in its planning phase; and
WHEREAS, the purpose of the project is to identify effective flood prevention improvements, design and engineer those improvements, and construct those improvements; and
WHEREAS, the Wood-Pawcatuck Watershed Association (WPWA) led the development of the 2017 Wood-Pawcatuck Watershed Flood Resiliency Management Plan, which suggested riverine flood prevention projects in all of the communities in the watershed; and
WHEREAS, Richmond is located entirely within the Wood-Pawcatuck Watershed, and the Town has identified flood prevention as a priority in its Hazard Mitigation Plan; and
WHEREAS, the Southern Rhode Island Conservation District has invited the Town of Richmond to participate in the project, and
WHEREAS, Richmond wishes to participate in the planning phase of the project, making Richmond eligible for federal financial assistance; and
WHEREAS, Richmond would not be obligated to participate in the second and third phases of the project unless the Town determines that further participation will advance its flood prevention goals;
THEREFORE, BE IT RESOLVED that the Richmond Town Council hereby authorizes the Town's participation in the first phase of the program and authorized the Town Administrator and the Town Planner to prepare and execute the documents necessary for participation.

Town Solicitor Ellsworth questioned the status of the application with regards to the need for the additional hours. She stated without receiving the applications you need to make findings. She recommended continuing the matter.
Town Clerk Liese advised all the applications are in order and each applicant answered the question in a similar manner to provide service to the public in the early hours.
James Lynch owner of Beaver River Donuts was present and explained the need for the additional hours. He explained this is a not a new request. It is simply to be able to service one additional hour from extending to 5 A.M.
Richard McGannon of Thorpe Lane objected to the application of Beaver River Donuts Inc. for additional hours. He explained it is neighborhood business not commercial. Granting the request gives harm to the quality of life of the neighborhood.
Richard Gallo of Thorpe Lane who wrote the objection letter and agreed with Mr. McGannon; however had no objection to the one additional hour.

a) Beaver River Road Listed in the National Historic District
Councilor Newman announced he would be recusing from this matter.
Town Administrator Pinch announced the news on the designation of Beaver River Road as listed in the National Historic District.
b) Authorization to Apply for DEM Outdoor Recreation Grant to Fund Improvements for the Dog Park
Town Administrator Pinch advised on the need for clarification on the grant opportunity. She explained that the Dog Park would be a good project for this as it requires a match and the fundraising conducted by the committee could be that match.
Discussion ensued on grant opportunities.
Town Solicitor Ellsworth advised to not decide or rank grant opportunities, without an application before Council.
c) Authorization to Award the Hazard Mitigation Bid to Beta Group Inc. in an amount not to exceed $25,050.

Chief Johnson reported on the wellbeing calls conducted by the department. He explained the importance of the community reaching out to the Police Department for assistance. He also explained the department’s activity is not always arrest related.

Samantha Wilcox resident and member of the Dog Park Committee spoke on the benefits a dog park has on the community. She also discussed the efforts made to research costs and work done on potential grant applications.
Donna Gouva resident and member of the Dog Park Committee also spoke on the benefits of a dog park. She also explained she has spoken to the Animal Control Officer and there are less calls now that dogs have a place to run.
Chief Johnson announced the success of the Chariho Girls Field Hockey team and reported they provided a police escort to the playoffs.
Councilor Cacciola announced she will be participating in a food drive at RICAN on November 7th.
Jessica Purcell spoke on the importance of Veterans applying for the Wellness Committee.
Council President Carpenter remarked she is a dog lover.
