Vice President Palmisciano called the meeting of the Richmond Town Council to order at 6:00 P.M. held on November 1, 2022. This meeting was held In-Person at Town Council Chambers, 5 Richmond Townhouse Road, Wyoming, RI, and was also teleconferenced via Zoom.
Town Council Members Present in Council Chambers were as follows: Council Vice President Palmisciano, Councilor Rich Nassaney, Councilor Lauren Cacciola, and Councilor Ronald Newman. Not present President Nell Carpenter. Also present Town Administrator Karen Pinch, Town Solicitor Karen Ellsworth, Chief of Police Elwood Johnson, Finance Director Laura Kenyon, Town Planner Shaun Lacey and Assistant Clerk Kendra Tanguay.
The Pledge of Allegiance was recited.
Council Vice President Palmisciano held a moment of silence for the safety and well-being of all the poll-workers and staff at all locations this election season.

Town Administrator Pinch advised on the grant money obtained from Senator Reid’s Office and what it will be used for in the Police Station Renovations.

Town Administrator Pinch advised of the place holder for funding for the water line. She noted in the memo sent to Council that the water heater in Town Hall needed to be replaced for the second time in two years due to the water being too hard.
Councilor Cacciola noted that it would essentially be saving us money by installing this water line. Town Administrator Pinch agreed that in the long run, it would.

d) Request for Authorization to sign Grant Award from RI Emergency Management Agency
Emergency Management Director Gemme advised how the grant is to be used for the CERT (Community Emergency Response Team) training and equipment to extend the arm to emergency services and bring resiliency to the Town using FEMA trained volunteers. He further explained that volunteers are trained in first aid, fire safety, and search and rescue through an 8 week program concluding at the fire academy amongst neighboring towns for cross-training

2) Police Chief’s Report: Elwood M. Johnson, Jr. on activities of the Police Department
a) Update on Body Worn Camera Grant
Chief Johnson advised upon the body worn camera grant costing about $33,000 per year at no cost to the Town. He advised on the pilot program taking place with Axon, the company who makes Tasers, where three officers are piloting the body cameras. He stated that it created an accurate record of what transpires between citizens and police.
Chief Johnson also made mention of the Coffee with a Cop event that is scheduled to take place where people of the community could “become familiar with the people protecting you”. The event will take place on November 15th at Higher Grounds Coffee between 9 AM and 11 AM with no cost to participate and where 12 Turkeys are going to be donated to families in need.
Councilor Cacciola mentioned Officer Brock Taylor rapport with students at the middle and high school.

Chief Johnson thanked Assistant Clerk Tanguay for her work on the Google Sheet created to track business licensing.
Town Administrator Pinch thanked both Assistant Clerk Tanguay and Town Planner Lacey for stepping up to ensure the Town Council Meeting ran smoothly in Town Clerk Liese’s absence.
Councilor Newman thanked the Town Council and stated that it has been a thrill to work alongside the other council members as well as the people of the Town of Richmond over the last two years.
Vice President Palmisciano gave thanks to Hope Valley Ambulance for going around neighborhoods playing music and passing out candy to children.
Councilor Cacciola also thanked the fire station for handing out candy as well.
Councilor Nassaney wished everyone a happy and safe Thanksgiving.
