A.        CALL TO ORDER

 

President Wilcox called the meeting to order for Richmond at 6:00 P.M.

 

President Geary called the meeting to order for Hopkinton at 6:00 P.M.

 

B.        ROLL CALL

 

Richmond Council Members present in Chambers were as follows: Samantha Wilcox, Daniel Madnick and Michael Colasante. Mark Reynolds and Jim Palmisciano were absent. Also present were Town Administrator Erin Liese, Town Solicitor Chris Zangari and Town Clerk Kendra Tanguay.

 

Hopkinton Council Members present in Chambers were as follows: Michael Geary, Robert Burns, Philip Scalise and Sharon Davis. Jasmine Roy was absent. Also present were Town Administrator Brian Rosso, Town Solicitor Stephen Levesque and Town Clerk Marita Murray.

 

C.        THE PLEDGE OF ALLEGIANCE TO THE FLAG

 

The Pledge of Allegiance was recited, followed by a moment of silence.

 

D.        NEW BUSINESS

Please note that in accordance with section 42-46-6 (b), the Council may review, discuss, and/or take action on the following items:

1)         Discussion and Consideration of Hopkinton’s Use of the Transfer Station

 

President Wilcox began the discussion regarding the Use of the Transfer Station and advised of the goal of the meeting.

 

Councilor Madnick discussed operational efficiency.

 

Town Administrator Liese provided clarification on the agreement from 2022.

 

Councilor Madnick discussed the cost of running the transfer station.

 

Councilor Colasante shared concern regarding taking money from the fund balance.

 

Town Manager Rosso provided clarification that money from the fund balance is not attributed to the Transfer Station and is to the school.

 

Discussion ensued regarding the annual contract.

 

Town Manager Rosso inquired where the numbers were coming from for usage.

 

Town Administrator Liese provided clarification regarding the use of stickers and how data was gathered.

 

Discussion continued regarding staffing, rejected loads and better infrastructure.

 

Town Manager Rosso requested clarification regarding the expenses and fees that were presented as well as their impact.

 

Discussion ensued regarding capital improvements. 

 

Town Manager Rosso suggested paying $125,000 for the year and adding a $25 sticker fee next year.

 

 

A motion was made by President Wilcox to ask the Solicitor to work with Hopkinton Town Solicitor on a Memorandum of Understanding for Hopkinton to pay $125,000 per year and for Hopkinton to have a $25 sticker fee.

 

Motion was not seconded

 

Town Manager Rosso advised the proposal was for $125,000 for this year.

 

Town Administrator Liese advised the sticker fee would need to be implemented by Ordinance.

 

A motion was made by President Wilcox, seconded by Councilor Madnick to ask the Town Solicitor to work with Hopkinton’s Town Solicitor on a new Memorandum of Understanding to expire at the end of February for $125,000 per year payment from Hopkinton for use of the Transfer Station. 

 

Town Manager Rosso advised that it will be within a fiscal year.

 

Town Administrator Liese provided further clarification.

 

A motion was made by President Wilcox, seconded by Councilor Madnick to amend the previous motion for the Memorandum of Understanding to expire on June 30th. Vote: Councilor Colasante, Nay; Councilor Madnick, Aye; President Wilcox, Aye.

 

E.        ADJOURNMENT

 

A motion was made by Councilor Madnick, seconded by President Wilcox to adjourn the meeting at 7:14 P.M. Councilor Colasante, Aye; Councilor Madnick, Aye; President Wilcox, Aye.
