Pursuant to R.I.G.L. § 42-46-7(b)(1), “[t]he minutes shall be public records and unofficial minutes shall be available to the public at the office of the public body within thirty-five (35) days of the meeting or at the next regularly scheduled meeting, whichever is earlier, except where the disclosure would be inconsistent with §§ 42-46-4 and 42-46-5 or where the public body by majority vote extends the time period for the filing of the minutes and publicly states the reason.” The rationale for the request is that the Planning Clerk needs additional time to complete the minutes for the October 14, 2025 meeting.
1. Planning Board Member Appointment to the Affordable Housing Committee
Pursuant to Chapter 4.12, Section 4.12.020(B), “[o]ne member of the [Affordable Housing Committee] shall be a member of the planning board chosen by the planning board for a one-year term. The planning board member shall be entitled to vote.” Past Planning Board member Carl Coutu served in this dual capacity. His resignation from the Planning Board has created this vacancy. Mr. Coutu was appointed at the January 28, 2025 meeting, so whoever is appointed would complete the remainder of Mr. Coutu’s term.
2. Planning Board Recommendation to the Town Council – Planning Board member to be appointed to the Richmond Investment in Commercial Health (RICH) Task Force Commission
One member of the RICH Task Force shall represent the Planning Board. The Board must recommend a member to apply for this position, as Mr. Coutu served in this capacity as well. The RICH Task Force meets on the third Wednesday of every month, and their meetings begin at 4:00 p.m. The Council, upon receiving a recommendation, will then vote upon the Planning Board’s recommended member.
1. Preliminary Plan – Public Hearing – Perry Hills Conservation Subdivision – Punchbowl Development Corporation, 118 Jane Street, North Providence, RI 02904 (applicant/owner) for a six (6) lot minor subdivision, with a private right-of-way, located at 0 Punchbowl Trail, Plat 5E, Lot 5.1. Five (5) of the proposed lots will support single-family homes, while one (1) of the proposed lots will be set aside as Open Space for the proposed development.
The Planning Board will discuss, consider, and possibly vote on the Preliminary Plan application for the proposed Perry Hills Conservation Subdivision.
1. Advisory Development Plan Review – Town of Richmond, 5 Richmond Townhouse Road, Wyoming, RI 02898 (applicant/owner) for property located at 4 Richmond Townhouse Road, Wyoming, RI 02898, Assessor’s Plat 6C, Lot 18.
The Planning Board shall provide Advisory Development Plan Review for the subject property, pursuant to the requirements of Title 18, Chapter 18.04, Section 18.04.030(A).
2. Planning Board Recommendation to the Town Council - Discussion and Recommendation of Draft Amendments to the Code of Ordinances, Title 18, “Zoning”, Chapter 18.16 – “Use Regulations”, for Special Use Permit criteria, and Code of Ordinances, Title 18, “Zoning”, Chapter 18.20 – “Dimensional Regulations.”
The Planning Board will discuss, consider, and possibly vote to submit the drafted amendments to Ch.18.16 and Ch. 18.20 of the Zoning Ordinance to the Town Council for their consideration.
