C.    Old Business:

 

1.      Preliminary PlanPublic HearingComprehensive Permit – Switch Road Partners Comprehensive Permit – 299 Switch Road Partners, P.O. Box 38, Wakefield, RI 02880 (applicant/owner) for a Comprehensive Permit application, located at 299 Switch Road, Assessor’s Plat 8A, Lot 11, consisting of the creation of eight (8) new lots for development, the creation of a lot for the existing single-family home on the property, and the creation of one (1) open space lot.

 

The Planning Board will discuss, consider, and possibly vote on the Preliminary Plan at this meeting.

 

D.    Workshop:

 

1.      The Planning Board will engage in a brief review of proposed amendments to Articles 10 (previously reviewed on September 9, 2025), 2 (previously reviewed on September 23, 2025), 8 (previously reviewed on October 14, 2025), and 9 (previously reviewed on October 14, 2025).

 

2.      The Planning Board will discuss and review proposed amendments to Articles 3, 7, 11, and 12, as well as proposed amendments to the:

a.       Application for Land Development or Subdivision Approval Form,

b.      Owner’s Authorization Forms (for private entities and for business entities),

c.       Application Notification List.

 

E.     Planning Board Update to the Town Council:

 

1.      The Planning Board has been asked to provide an update on the status of:

a.       Scheduling a workshop for a presentation on Low- and Moderate-Income Housing, based on Comprehensive Plan Item Action H3.

b.      Scheduling an agenda item to draft a Transfer of Development Rights (TDR) Ordinance.

 

The Planning Board will discuss and consider the status of these items, and vote to provide an update to the Town Council.

 

F.     Updates and Informational Items:

 

1.      The Department of Environmental Management’s Freshwater Wetlands Program is reviewing the Town’s Hillsdale Road Culvert application. The Town has proposed the removal of the existing Hillsdale Road culverts, which will be replaced with a 14-foot-wide and 5.5-foot-tall open bottom box culvert with 18-inch terrestrial wildlife benches on each side of the inside of the culvert, as well as the development of riprap armament of the streambed, boulder weirs, headwalls, and full-depth roadway restoration. The Public Notice period is open. Any comments must be submitted to RIDEM directly, in accordance with the requirements described in RIDEM’s Notice, dated February 6, 2026.
