D. Old Business:
1. Master Plan Extension Request – Request of the Preserve at Boulder Hills, LLC, The Preserve at Boulder Hills, II, LLC, The Preserve at Boulder Hills, III, LLC, The Preserve at Boulder Hills, IV, LLC, Castle Residences, LLC, and MTM Development Corp., for a one-year extension of the Preserve at Boulder Hills Master Plan Decision, approved September 11, 2018, as amended.
The Planning Board will discuss, consider, and possibly vote on the applicant’s Master Plan extension request.
E. New Business:
1. Carolina Equestrian Preserve - Master Plan – Public Hearing - Major Land Development Project – MDPR Construction, 91 Governor’s Hill Road, West Warwick, RI 02893 (applicant) and Carolina Equestrian Preserve, 87A Kingstown Road, Wyoming, RI 02898 (owner) for a proposed major land development project at 61 Pine Hill Road, Carolina, RI 02812, Assessor’s Plat 8C, Lot 4. Per the applicant’s Narrative, “[t]he proposed development of Carolina Equestrian Preserve is a Conservation Development in a condominium setting and will retain all existing elements and uses and propose 11 single family dwellings.”
The Planning Board will discuss, consider, and possibly vote on the applicant’s Master Plan at this meeting.
2. Advisory Opinion to the Town Council – Discussion and Consideration of Draft Amendments to the Code of Ordinances, Title 18, “Zoning”, Chapter 18.16, for a proposed amendment to the Table of Contents within Chapter 18.16, as well as a proposed amendment to Chapter 18.16, Section 18.16.010. The proposed amendment to Ch. 18.16, Section 18.16.010 would remove the existing strikethrough from “, ‘S’ indicates a use allowed by special use permit,”, which was adopted by the Town Council on March 17, 2026.
The Planning Board will discuss, consider, and possibly vote to render an Advisory Opinion to the Town Council in relation to these proposed amendments.
F. Updates and/or Informational Items:
1. The Landscape Architecture students from the University of Rhode Island Regenerative Community Design Lab will present their finalized Conceptual Plan for 4 Richmond Townhouse Road to the Town Council at their September 15, 2026 meeting.
