In accordance with the guidance provided by the Governor and State and Local emergency management authorities due to the current state of emergency, Town meetings will be conducted solely via internet video conference with telephonic access; there shall be no in-person gathering for this meeting. Authorization for the Town Council President, in consultation with the Town Council Vice President and the Emergency Management Agency Director, to continue the Town State of Emergency through January 15, 2021, unless revoked earlier; ratification of all actions undertaken pursuant to Town State of Emergency since the previous extension

Authorization for the Town Council President to sign an agreement between the Town of Scituate and International Data Base Corp., doing business under the trade name BidNet, for BidNet to provide centralized web-based solicitation and bidding services, including maintenance and support services for all Scituate town departments town bids and requests for proposals/quotes/qualifications
I. Approval of the Third-Party Administration Agreement between Beacon Mutual Insurance Company and the Town of Scituate
J. Reappointment of Karen Beattie as Town Assessor with a term ending 12/31/22 pursuant to Public Acts of 1958 Chapter 111, requiring biennial appointment at the December regular meeting of the Town Council.

C. Appointment of Ted Przybyla as the Town’s representative on the Board for WB Community Health with Karen Beattie serving as the alternate representative

A. Authorization for the relocation of the gate on Hemlock Rd. closer to the intersection with Ponagansett Rd. with the understanding that the new gate will be provided by the Providence Water Supply Board and installation will be coordinated by the PWSB; the Town has been asked to contribute $1,300 to this project, which represents half of the cost of the gate
B. Consideration of a request from Julian Forgue concerning possible sale and/or transfer of real estate and/or tax title interest(s) in vacant land located at Rocky Hill Rd, North Scituate, known as Lot 27 on Scituate Tax Assessor’s Plat 22 for the statutorily mandated price pursuant to R.I.G.L. §§ 44-9-18 & 44-9-19; which shall include a discussion on the status of notice being given to abutting neighbors
C. Discussion on conducting a preliminary review of a potential streetlight conversion program, which may involve the Town purchasing streetlights currently in place and converting them to energy efficient LED lights
D. Recommendation from Police Chief Rollinson for the following candidates to be hired from the Police Officer Recruitment process:
i. Lateral recruit candidate David V. Williams for probationary police officer position
ii. Recruit candidates Alex D. Sajche-Meza and Matthew P. Weidenger to attend RI Municipal Police Training Academy; subject to the completion of prerequisites provided in their respective conditional offers
E. Discussion on a possible study into the merits and options for changing the Town’s fiscal year to align with the State’s June 30th fiscal year
F. An announcement from the Emergency Management Agency Director that the traditional, in-person inauguration and swearing-in ceremony for elected officials will not take place in January reflecting safety precautions in place related to the COVID-19 pandemic
G. Regarding Animal Shelter Addition Project, request from Treasurer to expend funds, in an amount not to exceed $25,000.00, to supplement recent volunteer fundraising, in the amount of approximately $60,000.00, which together with prior funding has yet to reach the $154,590.00 required per prior authorization for the award of the bid to Superstructure Building, LLC for the construction of the Animal Shelter addition; Authorization to proceed with bid award to Superstructure Building, LLC and for the Treasurer and Purchasing Agent, each, to take any and all such actions, and to approve, execute and deliver all such documents as may be necessary to carry into effect the foregoing, or to take any other action relative thereto.
H. Consideration of amending the vacation carryover policy outlined in the Town's Human Resource Policy Manual to allow for more eligible days to carryover into the next calendar year due to difficulties of using vacation time resulting from the COVID-19 pandemic
