In accordance with the guidance provided by the Governor and State and Local emergency management authorities due to the current state of emergency, Town meetings will be conducted solely via internet video conference with telephonic access; there shall be no in-person gathering for this meeting.  The Town has set up the following internet video conference and telephonic access capabilities for council members and public participation.

J.    Appointment of Marisa Marmaras as the Town’s Public Records Officer pursuant to R.I.G.L. § 38-2-3(d) (Access to Public Records Act a/k/a APRA), with said appointment to be documented in the Town’s APRA Policy.

 

K.   Appointment of Town Clerk Peggy Long as the Chief Administrative Officer for appeals related to Public Records requests pursuant to R.I.G.L. §§ 38-2-3(d) & 38-2-8(a) (Access to Public Records Act a/k/a APRA), with said appointment to be documented in the Town’s APRA Policy.

 

10. Town Business - Review, Discussion and/or Potential Action and/or Vote: Video Icon

 

A.   Update from Police Station Building Committee on the status of the Police Station Project, and actions and considerations of the Committee to date

 

B.   Recommendation from Councilman Charles Collins Jr. in consultation with Lieutenant David Mack to promote Officer Eric Rollinson to the position of Chief of the Scituate Police Department, and recommendation from Councilman Charles Collins Jr. to promote Lieutenant David Mack to the position of Deputy Chief of the Scituate Police Department, and to authorize Council President James Brady Jr., in consultation with the Town Treasurer, to negotiate and approve compensation and benefits for each, provided the approved compensation and benefits are within budget and comparable to the existing terms and conditions of such positions. C.   Request from the Town’s DPW Director, in consultation with the Town Purchasing Agent, to award a bid for the purchase and installation of air conditioning for the second floor of Town Hall.  Bids submitted: Rambone & Sprague Oil Service - $10,250; Automatic Temperature Controls Inc. - $12,038; Nexgen Mechancial Inc. - $14,100.  Recommendation of the Town’s DPW Director, in consultation with the Town Purchasing Agent, is to award a bid to Rambone & Sprague Oil Service; Authorization to the Treasurer and Purchasing Agent to take any and all such actions, and to approve, execute and deliver all such documents as may be necessary to carry into effect the bid award and to take any other action relative thereto. D.   Request from the Town’s DPW Director, in consultation with the Town Purchasing Agent, to award a bid for painting the Congregational Church in North Scituate Village. Bids submitted: Construction Junction - $32,240; Arch Painting - $52,632; Scholar Painting - $86,320.  Recommendation of the Town’s DPW Director, in consultation with the Town Purchasing Agent, is to award a bid to Arch Painting; Authorization to the Treasurer and Purchasing Agent to take any and all such actions, and to approve, execute and deliver all such documents as may be necessary to carry into effect the bid award and to take any other action relative thereto.
