A.   The Town Council may convene into Executive Session to discuss, take possible action, and/or vote regarding a matter of security pursuant to R.I.G.L. § 42-46-5(a) Subsection (3), specifically concerning the current state of the Town's cybersecurity program and recommendations from JKS Technologies about the Town's cybersecurity including consideration of the Town migrating from the existing .org domain to the .gov domain.

 

B.   The Town Council may convene into Executive Session to discuss, take possible action, and/or vote regarding litigation pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Pending & Potential Litigation (R.I. Dept. of Labor & Training v. Titans Construction, Inc., 2019-0021PW; R.I. Dept. of Labor & Training v. C.   The Town Council may convene into Executive Session to discuss, take possible action, and/or vote regarding litigation pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Pending Litigation (Guglielmi v. Town of Scituate et al, C.A. PC-2017-4543, No.1:17-cv-00460-JJM-LDA). Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning a possible settlement agreement regarding Guglielmi v. K.   Authorization for the Town to enter into a Participation Agreement between the Town of Scituate, the State of Rhode Island and ViewPoint Government Solutions, Inc. regarding the Town's participation in the Statewide E-Permitting Software System, and authorization for the Town Council President and Building/Zoning Official, each, to take any and all such actions, and to approve, execute and deliver documents as may be necessary to carry into effect the foregoing, or to take any other action relative thereto.

 

L.   Posting of warrant, warning and notice for the Financial Town Meeting on April 7, 2020 with a start time to 7:00 PM

 

11. Resolutions:

 

A.   Proposed Town Council Resolution asking that the General Assembly enact legislation changing the primary date to Wednesday when the primary falls on the day after Labor Day

 

B.   Proposed Town Council Resolution recognizing the critical importance of a complete and accurate Census count in 2020 and actively encourages all residents to participate in the 2020 Census

 

C.   Proposed Town Council Resolution to authorize the Town Council to reserve those capital funds from Fiscal Year 2019-2020 as set forth and described in Exhibit A to the proposed resolution (attached hereto and incorporated herein by reference), which were authorized by the electors of the Town at the 2019 Financial Town Meeting on April 2, 2019.

 

D.   Proposed Town Council Resolution concerning Tax Anticipation Notes ("TANS") authorizing the Town Treasurer, during the Fiscal Year 2020-2021 year of the Town, to borrow from time to time with the consent and approval of the President of the Town Council, such sum or sums of money as shall be necessary for the current expenses and maturing obligations of the Town, but not to exceed in the whole the sum of $1,000,000; said Town Council approval to be subject to approval by the electors of the Town at the 2020 Financial Town Meeting on April 7, 2020.

 

12. Town Business—Review, Discussion and/or Potential Action and/or Vote:

 

A.   Update from the Town Emergency Management Agency Director on the SARS-COV-2 virus and COVID-19 (Coronavirus)

 

B.   Update from Police Station Building Committee on the status of the Police Station Project, and actions and considerations of the Committee to date

 

C.   Draft budget recommended by the Budget Committee; Adoption of the Fiscal Year 2020-2021 Budget; said Budget to be presented to the qualified voters at the Financial Town Meeting

 

D.   Recommendation from the Budget Committee to amend the draft budget calling for the use of an additional $100,000 of Fund Balance to make an incremental $100,000 contribution to the Police Pension Plan; if approved, the total FY21 contribution to the Police Pension Plan would exceed the ARC payment by $200,000

 

E.   Consideration of requesting that the Fire Suppression Committee work with the Town’s fire departments to establish a common design for rescue trucks to be purchased in the future in anticipation of replacement needs at the North Scituate Fire Department and Hope Jackson Fire Department

 

F.   Clarification on the ownership and deed restrictions (if any) for the title for Doctor’s Field (Lot 318 on Scituate Tax Assessor’s Plat 10) and Town Council’s determination on future use of Doctor’s Field

 

G.   Proposal by the Town Clerk’s Office concerning the Town Council adoption of a Building Use Policy governing the use of Town’s buildings by the public

 

H.   Recommendation from the Chopmist Hill Volunteer Fire Department, in consultation with the Town Purchasing Agent, to award the bid for the Modifications to Chopmist Hill Tanker 61 to C & S Specialty, Inc. from funds designated in the FY19-20 budget, and authorization for the Treasurer and Purchasing Agent, each, to take any and all such actions, and to approve, execute and deliver all such documents as may be necessary to carry into effect the foregoing, or to take any other action relative thereto.  Bids submitted:

 

 

I.    Recommendation from the Chopmist Hill Volunteer Fire Department, in consultation with the Town Purchasing Agent, to award the bid for the Commercial Windows – Chopmist Hill Volunteer Fire Department (windows only, not installation) to Martone Service Co., Inc. from funds designated in the FY19-20 budget, and authorization for the Treasurer and Purchasing Agent, each, to take any and all such actions, and to approve, execute and deliver all such documents as may be necessary to carry into effect the foregoing, or to take any other action relative thereto.  Bids submitted:
