Message from Town Council President James Brady, Jr.:

 

Scituate town meetings usually are well attended and the Town Council welcomes and encourages public participation; however, for this meeting, and in accordance with the guidance provided by the Governor and State and Local emergency management authorities, members of the public are not to attend in person due the ten (10) person limit to gatherings. The Town plans to live stream the meeting via the internet and to provide telephonic public access via a telephone conference call line.  One or more Councilors and/or staff may participate in the meeting via the telephone conference call line.

 

The telephone conference call number is: (774) 258-4065 – no passcode required. We ask that the public use the internet live stream when possible and limit the use of the conference call line to comments and questions.  If you have any questions, please contact the Town Clerk’s Office during normal business hours.

6.   Town Business - Review, Discussion and/or Potential Action and/or Vote:

 

A.   Due to the current State of Emergency, consideration and approval of temporarily postponing the Financial Town Meeting scheduled for April 7, 2020 to a future date; the Town Council to set the date of the 2020 Financial Town Meeting.

 

B.   Resolution – Borrowing request by the Town Treasurer due to the State of Emergency necessitating the temporary postponement of the Financial Town Meeting; the Town Council to consider and authorize Tax Anticipation Notes not to exceed in the whole the sum of $5,000,000 as shall be necessary to meet the financial obligations and expenses of the Town; and authorize the Town Treasurer during the 2020-2021 fiscal year of the Town and until the Financial Town Meeting to make available to the Town the same amounts appropriated in the previous fiscal year subject to monthly or quarterly allotments, in accordance with seasonal requirements, as the Treasurer shall determine. (See Attached Resolution).

 

C.   Consideration and approval of a COVID-19 Human Resource Policy, which has been prepared to address issues related to quarantine periods and related benefit options. (See Attached Policy).

 

D.   Consideration and approval for handling and approving Request for Proposals and bid awards for work on the Police Station Project during the period of the Town State of Emergency; the Town Council President and Treasurer, in conjunction with the Purchasing Agent, are authorized to approve Requests for Proposals and Bid Awards for labor and materials related to the Police Station Project, provided such is first reviewed and approved by the General Contractor,  Sugrue & Associates, the Architect, and the Building Committee.

 

7.   Adjournment of Meeting
