In accordance with the guidance provided by the Governor and State and Local emergency management authorities due to the current state of emergency, Town meetings will be conducted solely via internet video conference with telephonic access; there shall be no in-person gathering for this meeting.  The Town has set up the following internet video conference and telephonic access capabilities for council members and public participation.

General Laws § 42-46-5(a) Subsection (2) Collective Bargaining (International Brotherhood of Police Officers (“IBPO”) grievance 2021-1).  Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning IBPO Local 502 grievance 2021-1.

 

C.   The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Collective Bargaining (Union negotiations with Teamsters Local 251 for new collective bargaining agreement beginning July 1, 2021). Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning negotiations with Teamsters Local 251 for new collective bargaining agreement beginning July 1, 2021.

 

D.   The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Pending Litigation (R.I. Dept. of Labor & Training (“DLT”) v. Titans Construction, Inc., 2019-0021PW; DLT v. Robert Arita DBA Arita Construction, 2019-0030PW; Scituate v. J.    Authorization for the Town Council President, in consultation with the Town Council Vice President and the Emergency Management Agency Director, to continue the Town State of Emergency through May 15, 2021, unless revoked earlier; ratification of all actions undertaken pursuant to Town State of Emergency since the previous extension.

 

10. Appointments:

 

A.   Town Council Appointments to the Human Resource Committee, terms to expire 12/31/2021.

 

11. Resolutions—Review, Discussion and/or Potential Action and/or Vote:

 

A.   Resolution – Borrowing request by the Town Treasurer due to the State of Emergency necessitating the temporary postponement of the Financial Town Meeting; the Town Council to consider and authorize Tax Anticipation Notes not to exceed in the whole the sum of $5,000,000 as shall be necessary to meet the financial obligations and expenses of the Town; and authorize the Town Treasurer during the 2021-2022 fiscal year of the Town and until an annual appropriation measure is adopted at the Financial Town Meeting to make available to the Town the same amounts appropriated in the previous fiscal year subject to monthly or quarterly allotments, in accordance with seasonal requirements, as the Treasurer shall determine.

 

12. Town Business—Review, Discussion and/or Potential Action and/or Vote:

 

A.   An update from EMA Director John Robinson on the Town’s response to the COVID-19 pandemic and an update on the status of the vaccine distribution plan for the Town.

 

B.   Consideration of holding the Financial Town Meeting on Tuesday, June 1, 2021.

 

C.   Possible scheduling of Town Council workshop meeting concerning Chopmist Hill Estates development.

 

D.   Authorization for Senior Services Director Dina Elhelw to hire Kimberly Stinnette as a permanent part-time employee (up to 19.5 hours per week; no benefits) to work on daily activities undertaken in the Senior Services Department; compensation will be at an hourly rate of $14.95; this is not an addition to staff as the position is currently open and included in the Senior Services budget.

 

E.   Update on police station fuel tank removal from old police station in Hope; possible vote with regard sending out request for proposals regarding future police fuel acquisitions.

 

F.   Recommendation from Police Chief Rollinson for the following candidates to be hired from the Police Officer Recruitment process:

 

I.    Lateral recruit candidate Joseph P. Paliotte for probationary police officer position

 

G.   Authorization for the Town Purchasing Agent, in conjunction with the Town Engineer, to issue a Request for Qualifications for Professional Engineering and Architectural Services to assist the town in the identification and analysis of potential infrastructure projects reflecting the prospect that meaningful federal funding may become available to the Town for infrastructure projects.

 

H.   A request for all Town Department Heads and other Town agencies, such as the Scituate Land Trust and the Scituate Conservation Commission, to conduct a preliminary review of possible town infrastructure projects that would be related to their respective functions with a report to be provided to the Town Council no later than May 28, 2021; with consideration given to the work previously completed by the Capital Committee.

 

I.    Authorization for the Town Purchasing Agent, in conjunction with the Chief of Police, to issue a Request for Proposal for the purchase and installation of the security fence and gate encircling the employee and cruiser parking lot located on 1301 Chopmist Hill Road.

 

J.    Authorization and/or vote for Town Council President to sign documentation acknowledging the replacement of the current credit card payment processing sub-vendor for tax collection to Govolution LLC. Current payment processing vendor will not change—Town must approve change of sub-vendor for credit card payments.  No cost to Town as all fees will be paid by taxpayer utilizing the service.

 

K.   Authorization for the Rotary Club to use the parking lot and gazebo next to the North Scituate Elementary School for the Scituate Farmer’s Market, which is scheduled to open on May 8, 2021.

 

L.   Consideration of a request from Thomas Wood concerning possible sale and/or transfer of real estate and/or tax title interest(s) in vacant land located at Rocky Hill Rd, North Scituate, known as Lot 11 on Scituate Tax Assessor’s Plat 20 for the statutorily mandated price pursuant to R.I.G.L. §§ 44-9-18 & 44-9-19; possible vote to request petitioner to send notice to abutters for May 13, 2021 Town Council meeting

 

M.  Authorization for the Chairman of the Shelter Building Committee and Town Treasurer (jointly) to execute Change Order (“CO”) #1 for the epoxying (or equivalent) of floors and replacement of facia and gutters on north side of building and the residing of the south peak (Road Side), not to exceed $10,000.00.  Funds for the CO to be donated by Volunteer Initiative for the Scituate Animal Shelter (“VISAS”) and Friends of the Scituate Animal Shelter. All funds must be on deposit in the before CO #1 is to be executed.

 

N.   Announcement concerning the Plan Commission’s town-wide survey as a part of the Town’s Comprehensive Plan update and rewrite.

 

O.  Update from the Recycling Committee regarding Earth Day Clean Up on April 24, 2021.
