In accordance with the guidance provided by the Governor and State and Local emergency management authorities due to the current state of emergency, Town meetings will be conducted solely via internet video conference with telephonic access; there shall be no in-person gathering for this meeting.  The Town has set up the following internet video conference and telephonic access capabilities for council members and public participation.

11. Town Business—Review, Discussion and/or Potential Action and/or Vote: Video Icon

 

A.   Renewal of EMA Director contract with term ending September 30, 2022.   Authorization for the Town Council President to execute any and all documents necessary.

 

B.   An update from EMA Director John Robinson on the Town’s response to the COVID-19 pandemic and an update on the status of the vaccine distribution plan for the Town.

 

C.   Review and possible vote on the proposed charge for the Human Resource Committee

 

D.   Request from Chief of Police to start the recruitment and selection process for one candidate for open full-time police officer position.

 

E.   Authorization for Senior Services Director Dina Elhelw to hire Kimberly Stinnette as a part-time employee (19 hours per week; no benefits) for a period of 90 days to assist in the process of scheduling and other activities related to the organization of the COVID-19 vaccination program; terms and conditions to be the same as the current per diem status of the employee.

 

F.   Request from the Finance Director to allow for the Finance Director’s Clerk to job share with the Department of Public Works to assist with clerical duties in both departments and to increase the hours of the Finance Director’s Clerk by 7 hours per week for said job sharing; additional hours are within current budget for said position.

 

G.   Request from the Land Trust to support the $100,000 Trails Grant Request, including building a parking lot on Tax Assessor’s Plat 7 Lot 25, land currently owned by the Town of Scituate, to access a new trailhead on Route 116 in Hope and to fund the project out of the Open Space and Recreation Reserve Account in an amount not to exceed $10,000, should funds be required beyond the Land Trust budgeted funds and the volunteer and in-kind contributions toward the required 20 percent match.  Recommended by the Plan Commission as being consistent with the Town’s Comprehensive Plan.

 

H.   Request from RI Housing to waive credit requirements for Melanie M. Leathers for a new septic loan in the amount of $30,000.00 at 1% for a term of 10 years under the Community Septic Loan Program.

 

I.    Request from RI Housing to waive credit requirements for David & Susan Prime for a new septic loan in the amount of $20,000.00 at 1% for a term of 10 years under the Community Septic Loan Program.
