A special meeting of the Town Council was held for the Town of Scituate on Thursday, June 24, 2021. The meeting was a hybrid meeting, held in person at the Scituate High School Auditorium, 94 Trimtown Road, Scituate and also remotely, via internet video conference with telephone access. After pledging allegiance to the flag, the meeting was called to order at 7:00 PM.   Council President Groves presiding. Video Icon

Motion made by Councilman D’Agostino, seconded by Councilman Grande to convene into Closed/Executive session and to allow Tim Bliss, Karen Beattie, Wyatt Brochu and David Mack to attend. Video Icon

Council President Groves made an announcement that the Executive session was closed and sealed within the Executive session. There were two votes taken. Regarding agenda item A: “The Town Council may convene into Executive Session to discuss, take possible action, and/or vote regarding litigation pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Collective Bargaining (Union negotiations with International Brotherhood of Police Officers (“IBPO”) Local 502 for new collective bargaining agreement beginning July 1, 2021). Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning a possible new collective bargaining agreement beginning July 1, 2021 with IBPO Local 502.” There was a vote of approval – 6 votes approval, 1 recusal.

Agenda item B was approved: “The Town Council may convene into Executive Session to discuss, take possible action, and/or vote regarding litigation pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Collective Bargaining (Union negotiations with Teamsters Local 251 for new collective bargaining agreement beginning July 1, 2021). Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning a possible new collective bargaining agreement beginning July 1, 2021 with Teamsters Local 251.” There were 7 approvals, 0 objections.

Next, the Town Council pledged allegiance to the flag.

Motion made by Councilwoman Yeaw, seconded by Councilman Grande to approve the ratification of the additional officer request from Chief Rollinson under the U. S. Department of Justice Community Oriented Policing Services (“COPS”) Grant for FY 2021 under the COPS Hiring Program (“CHP”). Video Icon

Motion made by Councilman D’Agostino, seconded by Councilman McCormick to approve and authorize Town Council President Groves to execute, the renewal of an agreement between the Town and RI Resource Recovery related primarily to landfill fees.

Motion made by Councilman D’Agostino, seconded by Council Vice President Brady to approve Potterville Fire Departments request of permission from the Town Council to authorize the purchase of protective fire gear & equipment utilizing their FY21 capital budget in the amount of $28,000.00 with the balance of $1,983.00 to be paid from the Department’s operating budget.

Motion made by Councilman Grande, seconded by Councilman McCormick to approve the delegation to town staff, including the Town Engineer, regarding a preliminary review of a potential streetlight conversion program, which may involve the Town purchasing streetlights currently in place and converting them to energy efficient LED lights.

Council Vice President Brady asked about the language on the agenda. Councilman McCormick explained the program and said that tonight is the discussion of having the Town Engineer review the program.

Laura Landen, Hope Furnace Road, had concerns about light pollution. She submitted an ordinance from the Town of Smithfield that was passed last year regarding light pollution. She asked that the Council consider light pollution when they consider this program and light replacement.

Richard Finnegan, Ridge Road, had questions about a national grid bill for Scituate Avenue.

Karen Beattie said that we would have to look into it.

Councilman Marcello asked that the Town Clerk reserve a page in the official minutes book in memory of Mary Smith who passed away last week. She was a long time employee of the Assessor’s office. He asked that the Town Council adjourn in her honor.

Motion made by Council Vice President Brady, seconded by Councilman D’Agostino to adjourn the meeting at 7:44 PM in honor of all the slain Police Officers and to keep the minutes of the meeting previously closed to the public; closed pursuant to RIGL 42-46-4 and 42-46-5 and allow the Town Clerk 14 days to prepare the minutes of the meeting.
