The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I.G.L. § 42-46-5(a) Subsection (2) Pending Litigation (R.I. A. Second Reading on the amendment to the Stop Sign Ordinance to add stop signs at the intersection of Carpenter Road and Matteson Road as recommended by the Traffic Safety Committee; Article II, Section 7-28 Approval of Stop Signs.

i. Cindy’s Diner, Inc./Licensee: Carol Olney; 46 Hartford Pike, N. Scituate: Proposed Amendment to Existing Class BVL Liquor License (term to expire December 1, 2021) to permanently expand outdoor service area to include utilize the same outdoor dining area previously approved on a temporary basis; with beer and wine only to be served in the outdoor dining area with meals.

Authorization for the Town Council President, in consultation with the Town Council Vice President and the Emergency Management Agency Director, to continue the Town State of Emergency through June 15, 2021, unless revoked earlier; ratification of all actions undertaken pursuant to Town State of Emergency since the previous extension.
G. Approval of, and authorization for Town Council President Groves to execute, the renewal of an agreement between the Town and RI Resource Recovery related primarily to landfill fees.

A. Proposed Town Council Resolution concerning Tax Anticipation Notes ("TANS") authorizing the Town Treasurer, during the 2021-2022 Fiscal Year of the Town, to borrow from time to time with the consent and approval of the President of the Town Council, such sum or sums of money as shall be necessary for the current expenses and maturing obligations of the Town, but not to exceed in the whole the sum of $5,000,000; said Town Council approval to be subject to approval by the electors of the Town at the 2021 Financial Town Meeting on June 1, 2021.

A. An update from EMA Director John Robinson on the Town’s response to the COVID-19 pandemic and an update on the status of the vaccine distribution plan for the Town.
B. Consideration of EMA Director contract with compensation in the amount of Three Thousand Two Hundred and Fifty ($3,250.00) Dollars per month; Authorization for the Town Council President to execute any and all documents necessary.
C. Request from RI Housing to waive credit requirements for David & Susan Prime for a new septic loan in the amount of $20,000.00 at 1% for a term of 10 years under the Community Septic Loan Program.
D. Request from the Scituate Conservation Commission and the Scituate Land Trust to approve their updated Absentee Policy in accordance with Town of Scituate Ordinance Sec. 10-54.
E. Request from the DPW Director to approve the list of personal property as surplus property and for authorization to initiate and hold a public auction for the disposal of surplus Town personal property. List of property to be deemed surplus attached hereto.
F. Request from the DPW Director and the Town Purchasing Agent for authorization to utilize the Town of Narragansett Stone Sealing - Various Road Bid prepared by All State Asphalt, Inc. The bid will not exceed $75,000.00 in the 2021/2022 budget year.
G. Request from the DPW Director and the Town Purchasing Agent for authorization to post a Request for Proposals for the Collection of Residential Refuse and/or Residential Recyclables.
H. Recommendation from the Scituate Recreation Committee and Recreation Director to install Fitness Equipment purchased in 2017 from Play 4 Life at both the Senior Center and Tasca Field; Prior Town Council originally voted in 2017 for equipment to be installed at Tasca Field.
I. Update from the Scituate School Building Committee regarding their recommendation regarding the sprinkler system in the Hope Elementary School located at 391 North Road (Route 116); Possible discussion regarding water service needs in the Hope area.
J. Possible awarding of bid from Request for Qualifications and Proposals for professional services for assistance in the Building/Planning/Zoning Department on as-needed basis for significant development projects. Bids received from:

K. Update on Earth Day cleanup on April 24, 2021; Request from the Recycling Committee to purchase 3 compost bins at $45.00 each from Resource Recovery for incentive raffles. Monies to be drawn from the Recycling initiative Account (L2330) with a balance of $14,417.10.
L. Request from the Scituate Animal Shelter Building Committee to approve Change Order #2 for a new insulated out swing metal door total for a cost of $2,786.00 per Building Official inspection.
M. Request from Public Records Officer to update the Town’s Access to Public Records Policy (“APRA”) regarding a fee schedule. 
N. Recommendation from the DPW Director to (a) increase the price of the usage fee for the Community House from $100 to $150 due to increased cleaning costs and (b) allow rental use of the Community House for private organizations on both Saturdays and Sundays (policy currently excludes Sundays) with availability from 8:00 AM to 8:00 PM (community organizations can continue to rent the building from Monday through Thursday).
O. Draft budget recommended by the Budget Committee; Adoption of the Fiscal Year 2021-2022 Budget; said Budget to be presented to the qualified voters at the Financial Town Meeting on June 1, 2021.
P. Posting of warrant, warning and notice for the Financial Town Meeting on June 1, 2021; authorization for Treasurer and Solicitor’s Office to approve final version prior to publication.
