A.   An update from EMA Director John Robinson on the COVID-19 pandemic.

 

B.   Recommendation from the Police Chief to hire Susan Sprague as a Scituate Police Department Full-time Dispatcher, with salary, benefits, terms and conditions of employment in accordance with the Collective Bargaining Agreement with NAGE Local RI-42.

 

C.   Request from the Police Chief to form a committee to negotiate Animal Control Services Agreement with the Town of Foster, expiring June 20, 2022.

 

D.   Authorization for the Town, through the Purchasing Agent, to donate the fitness equipment to the Scituate School Department, if interested, or, in the alternative, authorize the Purchasing Agent to sell the fitness equipment to the highest bidder in accordance with public bidding procedures.

 

E.   Request from the Land Trust to support the $400,000 RIDEM Outdoor Recreation Grant Request, including nature trail, composting restroom, and handicap accessible trails at Esek Hopkins Park, to include trail improvements on both the east and west sides of Battey Meetinghouse Road, and to fund the project out of the Open Space and Recreation Reserve Account in an amount not to exceed $100,000 should funds be required beyond the Land Trust budgeted funds and the volunteer and in-kind contributions toward the required 20 percent match; authorization for the Town Council President and Town Treasurer to execute any and all documents necessary to accomplish the foregoing.

 

F.   Authorization to post an advertisement for the proposed Renewable Energy Zoning Ordinance as recommended by the Scituate Plan Commission in accordance with R.I.G.L. § 45-24-53.

K.   Authorization for the Town Solicitor, in consultation with the Town Council President, to draft an ordinance in accordance with R.I.G.L. § 44-5-8.1 to allow a waiver of interest on one quarter's overdue property tax payment and allow the remaining balance of taxes owed to be paid on a quarterly basis subject to statutory conditions.

 

L.   Review of newly enacted R.I.G.L. § 44-5-87, enabling cities and towns, by resolution or ordinance, to establish a program in which persons over the age of sixty (60) years may volunteer for the Town in order to earn up to one thousand, five hundred dollars ($1,500) in reduction of the person’s real property tax bill; Council to discuss next month whether and how to establish such a program.

 

M.  Consideration of The Rhode Island Interlocal Risk Management Trust's offering of an Employee Assistance Program through AllOne Health EAP LLC, which will provide confidential services for town employees and their families at a cost of $0.90 per month per employee (approximately $650 per year for the Town), effective January 1, 2022.

 

N.   Announcement regarding the upcoming change of the domain name for the town of Scituate website from Scituateri.org to Scituateri.gov.
