A. The Town Council may convene into Executive Session to discuss, take possible action, and/or vote regarding litigation pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Potential Litigation with one or more contractors related to the completion of the police station construction project. A. An update from EMA Director John Robinson on the COVID-19 pandemic.
B. Request from Chief Eric Rollinson to start the recruitment and selection process for one candidate for a potential full-time police officer position.
C. Permission from the Town Council for the Art Festival Committee to use the town grounds at and around the Congregational Church for the 55th Scituate Art Festival to be held October 9-11, 2021. The plan is to still have the event and to use guidance from EMA Director John Robinson on any restrictions in place for COVID at the time.
D. Request from Roxanne and John Jasparro requesting permission to become a promoter at 618 West Greenville Road, Scituate RI in accordance with Article IX of the Scituate Code of Ordinances for the Scituate Art Festival to be held October 9-11, 2021.
E. Request from the Providence Water Supply Board to the Tax Collector waive and/or reimburse interest in the amount of $71,470.98 for late payment of July 2021 1st quarter tax payment.
F. Request from the Tax Collector to post a Request for Proposals for Tax Administration and Tax Collection Software.
G. Request from the EMA Director to post request for proposals for maintenance services for all the Town of Scituate generators.
H. Request from Chief of Police, in consultation with the Purchasing Agent, for approval to replace totaled cruiser with purchase of one (1) new police cruiser from the State Master Purchasing Agreement, complete with equipment outfitting, in an amount not to exceed $47,000.00 total for the vehicle, with funds from insurance payout ($27,500), police vehicle auction ($2,325) and the Detail L account ($17,175).
I. Update on the potential streetlight conversion program, which may involve the Town purchasing streetlights currently in place and converting them to energy efficient LED lights.
J. Request from resident at 88 Brady Brook Road Pole 23 to install a streetlight.
K. Request from School Department Finance Director to share costs for change orders (additional design work, additional backflow device and additional pressure reduction station/bypass) regarding the Hope School Fire Suppression Project with Kent County Water Authority
L. Possible pre-qualification of one or more bidders from the Request for Qualifications for professional architect and engineer services (RFP SCIT024). List of all bidders attached. Possible further authorization for the Purchasing Agent, Town Treasurer and Town Council President to develop a scope of services and to receive cost estimates from the pre-qualified bidder(s) to provide professional architect and engineering services to address Town needs including development and prioritization of infrastructure projects related to American Rescue Plan Act Funds that the Town may receive.
M. Establish and appointment of ad hoc committee to develop, review, and recommend infrastructure projects to the Town Council, in consultation with a pre-qualified bidder to be chosen by the Town Council at a future date.
