A. The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I.G.L. § 42-46-5(a) Subsection (1) Personnel (job performance, character, and/or physical and/or mental health as related to the contract of Building/Zoning Official). Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning the job performance, character, and/or physical and/or mental health as related to the contract of Building/Zoning Official.


A. Acceptance of wheelchair lift donation from Melissa Kimmel for use and installation by the Department of Public Works at the Congregational Church.
B. Frequently Asked Questions posting on the Town website related to the American Rescue Plan Act (“ARPA”) funds.
C. Use of an online suggestion box in lieu of a survey for the purpose of seeking public input on the use of ARPA funds and posting an online suggestion box on the Town’s website (see attached)
D. Request for Qualifications for Professional Consulting Services related to the American Rescue Plan Act.
E. Authorization for the Town Finance Director to designate on the US Treasury’s portal that the Town is electing to have all Town ARPA funds be considered as lost revenues subject to the revenue replacement provisions under the $10.0 million standard allowance detailed in the Treasury’s Final Rule issued on January 6, 2022
F. Authorization for the use of Town ARPA funds for the following priority projects; said authorization to subject to all required purchasing rules and regulations
i. Partnering with the Scituate School Department and the Kent County Water Authority (“KCWA”) regarding the extension of the water line further up North Road/Route 116 to Hope Elementary School in support of the Fire Suppression System; estimated cost to the Town is $165,000
ii. Replacement of the existing public safety dispatch console at the Scituate Police Department; estimated cost is $265,000
iii. Purchase of the new rescue vehicle to replace Rescue 1 at the North Scituate Fire Department, estimated cost is $325,000
iv. Purchase of the new rescue vehicle to replace Rescue 2 at the Hope Jackson Fire Department, estimated cost is $325,000
v. Replacement of the Stryker Stretcher to a new power cart at the Hope Jackson Fire Department; estimated cost is $60,000
vi. Upgrade of the septic system at the Chopmist Hill Fire Department; estimated cost is $18,000
vii. Upgrade of the septic system at the Hope Jackson Fire Department; estimated cost is $50,000
