i. Letter from Plan Commission Chair asking for input from all Town staff, boards, and commissions on the proposed Renewable Energy Ordinance before April 12, 2022 for consideration at the Plan Commission’s April 19, 2022 meeting.

A. Proposed Town Council Resolution to authorize the Town Council to reserve those capital funds from Fiscal Year 2021-2022 as set forth and described in Exhibit A to the proposed resolution (attached hereto and incorporated herein by reference), which were authorized by the electors of the Town at the 2021 Financial Town Meeting held on June 1, 2021.
B. Proposed Resolution to be put before the electors of the Town at the 2022 Financial Town Meeting on April 5, 2022 to authorize the Town Council to designate spending of federal funds to be received by the Town under the American Rescue Plan Act (“ARPA”).
C. Proposed Resolution to be put before the electors of the Town at the 2022 Financial Town Meeting on April 5, 2022 to change the date of the Town’s Fiscal Year, beginning in FY 2023-2024.
D. Proposed Town Council Resolution concerning Tax Anticipation Notes ("TANS") authorizing the Town Treasurer, during the 2022-2023 Fiscal Year of the Town, to borrow from time to time with the consent and approval of the President of the Town Council, such sum or sums of money as shall be necessary for the current expenses and maturing obligations of the Town, but not to exceed in the whole the sum of $5,000,000; said Town Council approval to be subject to approval by the electors of the Town at the 2022 Financial Town Meeting on April 5, 2022.
E. Proposed Town Council Resolution concerning the issuance of $1,500,000 of bonds and/or notes to finance public safety equipment to be put before the electors of the Town at the 2022 Financial Town Meeting on April 5, 2022.
A. An update from EMA Director John Robinson on the COVID-19 pandemic.
B. An update from the Animal Shelter Construction Committee on the completion of the Animal Shelter Addition.
C. Draft budget recommended by the Budget Committee; Adoption of the Fiscal Year 2022-2023 Budget; said Budget to be presented to the qualified voters at the Financial Town Meeting on April 5, 2022.
D. Posting of warrant, warning and notice for the Financial Town Meeting; authorization for Treasurer and Solicitor’s Office to approve final version prior to publication.
E. Authorization for the Rotary Club to use the parking lot and gazebo next to the North Scituate Elementary School for the Scituate Farmer’s Market, which is scheduled to open on May 14, 2022.
F. Recommendation from the Purchasing Agent and Police Chief to authorize the purchase of one 2021 Ford Explorer, Animal Control Officer (“ACO”) equipped vehicle at a cost of $34,983.10 from the approved Fiscal Year 2021-2022 capital budget amount of $40,000 for the ACO vehicle.
G. Recommendation from the Purchasing Agent and Canvassing Clerk to award the Canvassing Redistricting Consulting Services bid to Election Data Services. Bids Received from:

H. Discussion on status of streetlight energy saving conversion project.
I. Authorization for Town Council President to enter into an agreement to join the Partnership For Rhode Island Streetlight Management (“PRISM”), which by this action will authorize PRISM to conduct a comprehensive assessment of a conversion of streetlights on Town-owned roads; said cost of the assessment being $3,000.00, which will be applied to the cost of the conversion project if the Town goes forward PRISM’s final proposal; Final agreement subject to review by Town Solicitor.
J. Authorization for Director of Public Works to enter into an agreement with National Grid for the conversion on lights in town buildings; Final agreement subject to review by Town Solicitor.
