A.   An update from EMA Director John Robinson.

 

B.   Proposed creation of an ad hoc committee, and authorization to post for possible open membership positions, to study and make recommendations regarding the restoration of the Clayville School House (former Clayville Post Office).

 

C.   Approval of the annual lease agreement between the Town and Hope Associates governing the use of Hope Associates’ properties; authorization for the Town Council Vice President to sign any and all documents necessary.

 

D.   Recommendation from the Police Chief to hire Kathryn Melvin as the full-time Executive Administrative Assistant to the Chief of Police with recommended salary of $25 per hour; other terms and conditions of employment consistent with the Town of Scituate Human Resource Manual.

 

E.   Request from IBPO Local 502 to participate in the fifth annual no shave event (“No Shave November”) commencing on November 1, 2022 and ending on December 1, 2022; all proceeds from this event will be donated to St. Jude's Cancer Research.

 

F.   Request from the North Scituate Volunteer Fire Department to cover the legal fees for the Town Solicitor’s Office to represent the Department on a limited-scope basis at the Town’s non-retainer hourly rate with regard to an Access to Public Records Act (“APRA”) complaint, including training and advice on policies and procedures relating to APRA.

 

G.   Recommendation from the Plan Commission to approve a change order/contract amendment of an additional $9,000.00 for Weston & Sampson to update the draft Comprehensive Plan language to reflect the new zoning and GIS information provided by the Town.

 

H.   Recommendation from the Purchasing Agent and Department of Public Works Director to award the Town Garage Roof Replacement at 1360 Chopmist Hill Road, North Scituate, RI.  Bids received from:

iv.  Irrigation and Field Rehabilitation at Hope Park - an amount not to exceed $15,000

v.   Seven Tennis Court Renovations – an amount not to exceed $60,000

ix.  Set aside $250,000 for possible matching grants for non-profits who apply to the Town Council through a process to be determined at a later date

 

K.   Authorization for the Town Treasurer to further engage Aharonian & Associates, Inc. (architects) concerning possible Vault Expansion at Town Hall as outlined in their scope of work proposal dated October 6, 2022 (see attached).  Funding for this scope of work is included in the previously authorized amount of $25,000.00 by the Town Council at the July 14, 2022 Town Council meeting.

 

L.   Authorization for the Public Works Director to proceed with the streetlight replacement program with an expenditure to be funded out of ARPA funds in an amount not to exceed $125,000 with an expected payback period of approximately of up to four years.

 

M.  Possible creation of ad hoc committee, and authorization to post for possible open membership positions, for recommendations for historical signage with a budget not to exceed $62,000 of ARPA funds.

 

N.   Post a Request for Proposals to be drafted by the Purchasing Agent, in consultation with the Town Engineer and Town Planner for a feasibility study concerning wastewater solutions for the Village of Hope to be funded with ARPA funds.
