A. The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Pending Litigation (IBPO, Local 502 v. Town of Scituate RI - AAA CASE No. 01-21-0002-1777). Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning IBPO, Local 502 v. Town of Scituate RI - AAA CASE No. 01-21-0002-1777.
B. The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Collective Bargaining (Union negotiations with Teamsters Local 251). Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning possible new collective bargaining agreement effective July 1, 2022 with Teamsters Local 251.
C. The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Pending Litigation (Finnegan v. Przybyla et al, PC-2020-06563). Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning Finnegan v. Przybyla et al, PC-2020-06563.
D. The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (3) matter(s) of security concerning actions necessary for the safety and security at the Town’s public schools and Town-owned buildings. Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning actions necessary for the safety and security at the Town’s public schools and Town-owned buildings.



A. Recommendation from the Police Chief to promote Ian Noonan to Detective Sergeant with salary and benefits consistent with the collective bargaining agreement with International Brotherhood of Police Officers (“IBPO”) Local 502.
B. Recommendation from the Police Chief to promote Shawn Clayton to Sergeant with salary and benefits consistent with the collective bargaining agreement with International Brotherhood of Police Officers (“IBPO”) Local 502.

A. An update from EMA Director John Robinson.
B. Approval of the annual lease agreement between the Town and Hope Associates governing the use of Hope Associates’ properties; authorization for the Town Council Vice President to sign any and all documents necessary.
C. Recommendation from the Police Chief to hire Angel Marie Des Marais as the full-time Executive Administrative Assistant to the Chief of Police with recommended salary of $25 per hour; other terms and conditions of employment consistent with the Town of Scituate Human Resource Manual.
D. Request from the Police Chief in consultation with the Purchasing Agent to purchase an official audio recording hardware/software (recording 911 calls, non-emergency lines and radio audio) from the State of Rhode Island Master Pricing Agreement (“MPA”) 517 from Custom Computer Specialists, Inc. for a total of $15,345.00.
E. Request from the DPW Director in consultation with the Purchasing Agent to post a request for proposals (“RFP”) to purchase a 20-ton, double-axle trailer for use with the new paver; expenditure proposed to be from the FY23 capital budget.
F. Request from the DPW Director in consultation with the Purchasing Agent to post a request for proposals (“RFP”) to purchase and install fencing at Berkander Field around the baseball field and basketball courts; expenditure proposed to be from the Open Space Fund.
