A. The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. Gen. Laws § 42-46-5 (a) Subsection (1), a discussion of the job performance, character, or physical or mental health of a person or persons, specifically to allow the Town Council to conduct interviews of potential Director of Animal Control candidates, provided that such person or persons affected shall have been notified in advance in writing and advised that they may require that the discussion be held at an open meeting. Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning interviews of potential Animal Control Officer candidates.

A. Update from EMA Director John Robinson.
B. Consideration of First Amendment to PCS Lease with T-Mobile Northeast LLC (previously known as “OHI”) effective November 2025, concerning the cellular tower lease contract for PCS located at 116 Main Street, North Scituate; original lease with OHI began August 14, 2000 with four (4) extensions of five (5) years each; proposed amendment includes five (5) possible extensions of five (5) years each, with T-Mobile paying Two Thousand, Seven Hundred Dollars ($2,700.00) per month as rent, with a Three Percent (3%) escalation in rent beginning November 2026, and annually thereafter; authorization for the Town Council President, in consultation with the Town Solicitor, to sign any and all documents necessary to effectuate the forgoing.
C. Request from Police Chief Rollinson to raise the fee for the National Background Check (fingerprinting) from $40 to $55, as advised by the Office of the Attorney General.
D. Authorization for the Town Planner to draft scope of work for a request for proposals (“RFP”) concerning a project for sewer lines in the Town, using up to $2,400.00 of American Rescue Plan Act (“ARPA”) funds; authorization to post said RFP in consultation with the Town Purchasing Agent.
E. Request from the Volunteer Initiative for the Scituate Animal Shelter (“VISAS”) to use up to $2,400.00 of ARPA funds to be used for a new ceiling, new lighting and replacement of ceiling tiles at the Scituate Animal Shelter
F. Possible amendment to Ordinance Section 8-4 of Part II, Chapter 8 (“Possession, consumption of alcoholic beverages on town property”), Section 9-1 of Article I, Section -29 of Article II, Section 9-55 of Article III, Section 9-73 of Article IV, Section 9-82 of Article V, Section 9-93 of Article VI, Section 9-103 of Article VII, Section 9-123 of Article VIII, Section 9-133 of Article IX, and Section 9-143 of Article X of Chapter 9 (“Parks and Recreation”) to include prohibition of consumption of Cannabis and Cannabis products on public property; ordinance amendment to be drafted by Town Solicitor in consultation with Town Council President and to be advertised for March 9, 2023 meeting for a public hearing and First Reading.
G. Authorization for the Town Council President and Scituate Land Trust, in consultation with the Town Solicitor, to effectuate the trail right-of-way swap and transfer with Providence Water at Lawton Farm, including authorization for the Town Council President to sign any and all documentation that may be needed.
