A.   Update from EMA Director John Robinson.

 

B.   Consideration of First Amendment to PCS Lease with T-Mobile Northeast LLC (previously known as “OHI”) concerning the cellular tower lease contract for PCS located at 116 Main Street, North Scituate; original lease with OHI began August 14, 2000 with four (4) extensions of five (5) years each; proposed amendment includes five (5) possible extensions of five (5) years each, with T-Mobile paying Two Thousand, Seven Hundred Dollars ($2,700.00) per month as rent, with a Three Percent (3%) escalation in rent beginning November 2026, and annually thereafter; authorization for the Town Council President, in consultation with the Town Solicitor, to sign any and all documents necessary to effectuate the forgoing.

 

C.   Approval for Verizon Communications/SAI Communications, LLC to survey and perform preliminary due diligence regarding building a new cellular tower on Town-owned property located on North Rd across from Baldwin Drive (Plat 7/Lot 25) with the Town owning the future tower and Verizon paying rent to the Town, with the cost of building the Tower to be borne by Verizon.

 

D.   Approval of the Town of Scituate Emergency Operations Plan as recommended and drafted by the EMA Director; authorization for the Town Council President, in consultation with the Town Solicitor, to sign any and all documents necessary to effectuate the forgoing.

 

E.   Request from the EMA Director to purchase police/fire/EMS dispatch console, police portable radios and mobile units off of the State Master Pricing Agreement:

F.   Request from Police Chief Rollinson to raise the fee for the National Background Check (fingerprinting) from $10 to $45, as advised by the Office of the Attorney General.

 

G.   Appointment of Lawrence Desormier as Building and Zoning Official, including establishment of salary and benefits, with other terms and conditions of employment consistent with the Town of Scituate Human Resource Manual

 

H.   Potential retroactive pay for Camp Counselors for canceled shifts of three hours pay per shift or other arrangement as the Town Council deems fit.

 

I.    Request from the Town Treasurer in consultation with the Purchasing Agent to post a request for proposals (“RFP”) for Town Audit services.

 

J.    Consideration of a request from the School Committee to appoint a Town Council Member to serve on the Building Committee, a subcommittee of the School Committee

 

K.   Consideration of posting an RFP for a Grant writer with possible funding from ARPA.

 

L.   Trail improvements at Lawton Farm, Westconnaug Meadows, and Esek Hopkins, which are considered “Section 4(f) properties” under the U.S. Department of Transportation Act of 1966 (36 CFR 774); Authorization for the Town Council President to send correspondence to the Rhode Island Department of Transportation that the Town of Scituate concurs that each property’s project serves to improve or enhance existing Section 4(f) properties and the proposed work would be covered by the exception in 23 CFR 774.13(g) because the work is solely for the purpose of preserving or enhancing an activity, feature or attribute that qualified the property for Section 4(f) protection.

 

M.  Appoint Councilperson to work with the Town Clerk’s office and Town Solicitor’s office to draft a mobile food establishment (“MFE” or “food truck”) ordinance.

 

12. Possible Motion(s) to convene into Closed/Executive Session: Video Icon

 

A.   The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (3) matter(s) of security concerning actions necessary for the safety and security at the Town’s public schools and Town-owned buildings. Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning actions necessary for the safety and security at the Town’s public schools and Town-owned buildings.
