B.   Recommendation from the Police Chief to hire April DeMarco as the full-time Executive Administrative Assistant to the Chief of Police with recommended salary of $25 per hour, other terms and conditions of employment consistent with the Town of Scituate Human Resource Manual.

 

C.   Recommendation from the Police Chief to hire from the Police Officer Recruitment process, Recruit Candidate Michael J. LaScala, to attend RI Municipal Police Training Academy; subject to the completion of prerequisites provided in their respective conditional offers.

12. Resolutions—Review, Discussion and/or Potential Action and/or Vote: Video

 

A.   A Resolution authorizing the Town to enter into loan agreements with the Rhode Island Infrastructure Bank for the Community Septic System Loan Program (“CSSLP”), a continuation of the septic system homeowner loan program begun in June of 2013, and to issue notes in the aggregate amount of not more than $300,000.00, and no more than $40,000.00 per homeowner, with a maximum loan term of ten (10) years, and to take any other action relative thereto.

 

13. Town Business—Review, Discussion and/or Potential Action and/or Vote: Video

 

A.   Recommendation from the Human Resource Committee, Purchasing Agent and Town Treasurer to award the RFP for HR/professional consulting services to Tranquil Multi Dynamic Advisory LLC (“TMDA”).

 

B.   Approval for the Chair of the Human Resource Committee to request the Town Council work in conjunction with the School Committee to explore if the School District Human Resource position could also incorporate the Town's needs for Human Resource services.

 

C.   Consideration of request from Eugene Heon, owner of 20 Danielson Pike (Plat 16, Lot 47) for permission to create six burial plots on said property; notices having been sent to abutters; any approval subject to R.I. Department of Health requirements and any other applicable state regulations.

 

D.   Request from Sanum LLC and Rhode Island Housing to waive eligibility requirements of the Town’s CSSLP which currently does not allow for non-individual owners of property to apply for a septic system loan concerning Lot 49 on Scituate Tax Assessor’s Plat 15, also known as 88-92 Pine Hill Road.

 

E.   Consideration of having town hall renovation full design documents, in preparation of creating eventual request for proposals/qualifications documents, to be prepared by R.A. Aharonian Associates, Inc., to be completed using American Rescue Plan Act (“ARPA”) funds in an amount not to exceed $60,000.

 

F.   Review and possible approval of the proposed charge for the Recreation Committee

 

G.   Approval for the Purchasing Agent in consultant with the Director of Public Works, to purchase from the State Master Pricing Agreement (“MPA”) a tractor with the following requirements: enclosed cab, front end loader, 3 pt. hitch, sickle bar mower, 40 horse-power, to be purchased using ARPA funds in an amount not to exceed $75,000.

 

H.   Approval for the Purchasing Agent in consultant with the Director of Public Works, to purchase from the State Master Pricing Agreement (“MPA”) a Road Plainer to be purchased using ARPA funds in an amount not to exceed $24,000.
