A.   Joint Public Hearing with the Scituate Land Trust, who seeks to purchase two parcels in the village of Hope to be held in public trust pursuant to Town of Scituate Ordinances §§ 10-51 and 10-54, and R.I.G.L. § 45-36.1-1 et seq.; The Land Trust is requesting up to $100,000 from the Town’s Open Space Fund toward these purchases, with the anticipation that the costs will be offset by grants:

 

i.    Lot 117 on Scituate Tax Assessor’s Plat 10, consisting of 0.77-acres, currently owned by Arthur Langlais, with a purchase price of $119,900; and

ii.   Lot 272 on Scituate Tax Assessor’s Plat 9-1 and Lot 14 on Cranston Tax Assessor’s Plat 31, the Lawton Farm property currently owned by the Town of Scituate, with a purchase price of $1.00. The intention of the Land Trust is to expand the conservation easement currently held by the R.I. Department of Environmental Management that encumbers the adjacent property of Lot 9 on Scituate Tax Assessor’s Plat 9-1.

J.    Request from the Land Trust the Conservation Commission for assistance from the Department of Public Works for in-kind services related to the trail and parking work grants funded by the R.I. Department of Environmental Management and bid awards to Timber Homes Vermont for SCIT058 & SCIT059 on July 11, 2024, for the installation of kiosks at Westconnaug Meadows and Doctors Lane, and assistance installing additional signs at Westconnaug Meadows, Doctors Lane, Lawton Farm, and Esek Hopkins Park, respectively.

 

K.   Payment of Town Bills:

 

i.    Early Town Expenses – $210,067.51

A.   Resolution 24-10 Approving Change Orders to North Scituate Elementary Fire Alarm Contract, Financed by $3,500,000 of Bonds for School Capital Projects and Approving Amendment to the Scituate Public Schools Capital Budget for FY2025

 

10. Town Business—Review, Discussion and/or Potential Action and/or Vote: Video

 

A.   Recommended revisions to the Capital Budget as proposed by the Town Treasurer and Finance Director – see attached

 

B.   Approval for the Purchasing Agent in consultation with the Police Chief, to purchase from the State Master Pricing Agreement (“MPA”) two new police vehicles using FY2025 funds approved by the electors at the Financial Town Meeting in an amount not to exceed $125,000.

 

C.   Authorization for Police Chief and Town Council President, in consultation with the Town Solicitor, to enter negotiations with the Town of Foster concerning a possible extension of the Animal Control Services Agreement expiring June 20, 2025.  The current agreement calls for the commencement of good faith extension negotiations to begin on or about July 1, 2024.

 

D.   Possible extension of employment contract for EMA Director John Robinson concerning a term of October 1, 2024 through September 30, 2026 with a salary of $3,750 per month.

 

E.   Authorization to continue using TMDA HR Solutions as Human Resources Consultant with a budget not to exceed $45,000 for FY2025.

 

F.   Request from North Scituate PTO for $15,000 of American Rescue Plan Act (ARPA) funds to help purchase an eclectic sign. $15,000 has been raised fundraising, they are seeking the additional $15,000 to purchase the sign.

 

G.   Request from School Committee for additional funding of $251,253.11 from the FY 2025 Budget based on letter dated July 25, 2024.
