A. The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. Gen. Laws § 42-46-5 (a) Subsection (1), a discussion of the job performance, character, or physical or mental health of a person or persons, specifically to allow the Town Council to conduct interviews of potential Building Official/Zoning Official candidates, provided that such person or persons affected shall have been notified in advance in writing and advised that they may require that the discussion be held at an open meeting. Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning interviews of potential Building Official/Zoning Official candidates.

A. Public Hearing for Hazard Mitigation & Flood Management Plan (HM&FMP): The purpose of this Public Hearing is to receive public input on the Town of Scituate 2024 Hazard Mitigation & Flood Management Plan (HM&FMP) which is an update to the Town’s 2017 Local Hazard Mitigation Plan (and has been completed in accordance with the Federal Disaster Mitigation Act of 2000). The objective of this Plan is to arrive at practical, meaningful, attainable, and cost-effective mitigation solutions to minimize the Town of Scituate’s vulnerability to natural hazards (such as flooding, hurricanes, and winter storms).
B. Town Council sitting as Licensing Board Junk/Second Hand Sales Renewals, expiring December 31, 2024, subject to receipt of all required paperwork, all State and Local permits, and compliance with all stipulations, rules and regulations as previously required by the Town Council:

A. Resolution Adopting the Town of Scituate 2025 Hazard Mitigation & Flood Management Plan (HM&FMP)

A. Possible appointment of a Building and Zoning Official, with salary and hours to be determined by the Town Council at the meeting and all other terms and conditions of employment in accordance with the Town of Scituate Human Resource Manual.
B. Recommendation from the Police Chief for the following candidate to be hired from the Police Officer recruitment process, subject to completion of all necessary hiring processes: Recruit candidate Joseph Paiva for probationary police officer position; terms and conditions of employment in accordance with the collective bargaining agreement with the IBPO.
C. Request from Neal Drobnis and Margaret Pinkey, owners of 102 Pole Bridge Road, to allow funding of $6,800.00 for additional work from the Town’s Community Septic System Loan (CSSLP). The additional funding will cover the cost of the septic design, tree removal, DEM fee, and closing cost. They may already been approved for $21,400.00 under the CSSLP program guidelines.
D. Request from Police Chief Rollinson, in consultation with the Purchasing Agent, to utilize up to $11,500.00 of ARPA funds to purchase a new drone with infrared and law enforcement specific capabilities.
E. Request to move forward with the purchase the E-1 Ladder Fire Truck as approved by the Fire Suppression Committee; amount not the exceed $1,500,000 approved at the June 2024 Financial Town Meeting; to be purchased from an MPA
F. Consideration of Letter of Support for Verizon's Application to CommerceRI Capital Project Fund RFP
G. Request from Ken and Paula Vinacco to add a streetlight on Pole #6 on Shun Pike. Police Chief Rollinson has approved the request.
H. Approval of the Town of Scituate Interagency Agreement for ARPA funding obligations that have not yet been spent; authorization for the Town Council President and/or the Town Council Vice President (in the case of any conflict) to sign any and all documentation to execute the foregoing on behalf of the Town.
I. Recommendation from the Scituate Conservation Commission for authorization for Weston & Sampson and the Town Planner to identify sources of contamination of the Pawtuxet River water quality, including without limitation identification of cesspool locations, stormwater outfalls and other discharges to the river, ultimately resulting in a report with recommendations to the Town Council for future actions.
