A. The Town Council may vote to move into Executive/Closed session pursuant to R.I. I. Licenses—subject to receipt of all required paperwork, all State and Local permits, and compliance with all stipulations, rules and regulations as previously required by the Town Council:
i. Ratify name change - Firearm Sales license John DiFruscio, III to DIF Industries, LLC
i. Early Town Expenses – $189,968.64
ii. Early New Budget Town Expenses - $218,708.39

A. Ratification of salary increases effective July 1, 2024 of non-union employees as previously recommended by the Town Council to the electors and approved by said electors at the Financial Town Meeting on June 4, 2024.
B. Recommendation from the Purchasing Agent to extend contract with Village Gas for years 4 and 5 (August 15, 2024 through August 14, 2026) in accordance with the terms and conditions of the bid award and contract; Original bid SCIT027.
C. Recommendation from the Finance Director and Town Treasurer to hire Jessica Dennett for Finance Accounts Payable Administrative Assistant at rate of $28.00, a full-time position with other terms and conditions of employment consistent with the posted job description and benefits in accordance with the Town of Scituate Human Resource Manual.
D. Recommendation from the Purchasing Agent to go out to bid for Onsite Wastewater Treatment System for Chopmist Hill Fire Station.
E. Request from the Scituate Preservation Society (“SPS”) for $20,000 in American Rescue Plan Act (“ARPA”) matching funds to complete the renovation and refurbishment, and renewal of the lower level of the SPS headquarters building
F. Request from the Scituate Land Trust and the Scituate Conservation Commission, in consultation with the Town Purchasing Agent, to award Bid No. SCIT058 for two trailhead kiosks to be constructed at the Westconnaug Meadows parking lot and the North Doctors Lane lower parking lot. The recommendation for the bid award will be presented by the Land Trust and Conservation Commission at the meeting; Authorization for the Town Council President, Treasurer and Purchasing Agent to take any and all such actions, and to approve, execute and deliver all such documents as may be necessary to carry into effect the bid award and to take any other action relative thereto. Request from the Scituate Land Trust and the Scituate Conservation Commission, in consultation with the Town Purchasing Agent, to award Bid No. SCIT059 for nine timber sign frames to be constructed at Esek Hopkins Park, Westconnaug Meadows, Lawton Farm, and North Doctors Lane. The recommendation for the bid award will be presented by the Land Trust and Conservation Commission at the meeting; Authorization for the Town Council President, Treasurer and Purchasing Agent to take any and all such actions, and to approve, execute and deliver all such documents as may be necessary to carry into effect the bid award and to take any other action relative thereto. H. Request from the Scituate Land Trust and the Scituate Conservation Commission, in consultation with the Town Purchasing Agent, to post a Request for Quotes for accessible trails and related improvements for the federally funded Esek Hopkins Park Reforestation and Revitalization Project. The Town’s Purchasing Policy specifies that projects estimated to exceed $25,000 must have Council approval to go out to bid.
I. Request from the Scituate Land Trust and the Scituate Conservation Commission to give signature authority for the chair and/or the vice chair for preliminary documents relating to grant applications, land acquisition, or other projects, not to include any documents obligating the Town, the Land Trust, or the Conservation Commission to the expenditure of funds other than those specifically authorized at the Annual Financial Town Meeting.
J. Request from Town Treasurer to authorize a change order from Red Oak Remodeling to replace the Town Hall Building roof; amount not to exceed $75,000 from ARPA funds.
