A. Resolution authorizing the Town to enter into loan agreements with the Rhode Island Infrastructure Bank for the Community Septic System Loan Program (“CSSLP”), a continuation of the septic system homeowner loan program begun in June of 2013, and to issue notes in the aggregate amount of not more than $300,000.00, and no more than $40,000.00 per homeowner, with a maximum loan term of ten (10) years, and to take any other action relative thereto.
B. Resolution in Support of Submitting a Letter of Interest for a Community Design Workshop for the Village of Hope, seeking a grant award of $100,000 to $125,000, with a matching grant from the Town of $7,500.00.
A. Recommendation from the Conservation Commission to investigate the source of contamination affecting the North Branch of the Pawtuxet River by utilizing the Town Planner contract with Weston & Sampson, and exploration of funding through Resiliency Grants.
B. Request from the Historical Signage Committee to work with the Finance Director to draft and solicit competitive bids for review of final layout of graphics, graphic panels and hardware (posts and plates) for the installation of approximately 19 historic signs to be placed around the Town.
C. Request from the Tri-Town Titans Football and Cheerleading Organization to allow the Luxe Lemon food truck to set up on Caito Field during home games for the remainder of this season and at Gorham Field during practices for the remainder of this season. The Luxe Lemon will donate 20% of their profits to the Tri-Town Titans organization.
D. Request from Potterville Fire Department and EMA, in consultation with the Purchasing Agent, to utilize up to $8000.00 of Capital funds to purchase a new drone with infrared capabilities
E. Request from the Scituate Land Trust and the Scituate Conservation Commission, in consultation with the Town Purchasing Agent, to award Bid No. SCIT062 for Esek Hopkins Accessible Trails. The recommendation for the bid award will be presented by the Land Trust and Conservation Commission at the meeting; Authorization for the Town Council President, Treasurer and Purchasing Agent to take any and all such actions, and to approve, execute and deliver all such documents as may be necessary to carry into effect the bid award and to take any other action relative thereto. Bid responses attached.
F. Recommendation from the Human Resource Committee to hire Traliant Training Platform for human resource compliance trainings and courses for Town employees; Funding approved by the electors at the Town Financial Meeting for Fiscal Year 2025.
G. Authorization from the Town Council for the Art Festival Committee to use the town grounds at and around the Congregational Church for the 58th Scituate Art Festival to be held October 12-14, 2024.
