C.   The Town Council may convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. General Laws § 42-46-5(a) Subsection (2) Collective Bargaining (Union negotiations with Teamsters Local 251 for new collective bargaining agreement beginning July 1, 2025). Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning a possible new collective bargaining agreement with Teamsters Local 251.

 

D.   The Town Council may to convene into Executive Session to discuss, take possible action, and/or vote pursuant to the relevant requirements of R.I. Gen. Laws § 42-46-5 (a) Subsection (1), a discussion of the job performance, character, or physical or mental health of an employee, provided that such person affected shall have been notified in advance in writing and advised that the employee may require that the discussion be held at an open meeting.  Discussion and/or Potential action, announcement and/or vote(s) from Executive Session and/or Open Session concerning the affected employee.

A.   The Scituate Land Trust seeks to purchase (1) a trail corridor and (2) development rights on a portion of Lot 5 of Tax Assessor’s Plat 32 (the “Lot”) pursuant to Town of  Scituate Code of Ordinances §§ 10-51 and 10-54: (1) outright purchase of an approximately 0.42 acre parcel (20 ft. x 915.78 ft) along the western boundary of the Lot for an amount not to exceed $6,000.00; and (2) purchase of development rights (Conservation Easement) for a 22 to 32 acre portion of the Lot, final purchase price to be fair market value as determined by survey and appraisal, with Land Trust / Town of Scituate initial commitment not to exceed $75,000, including funds to be used towards due diligence efforts, with remainder of purchase funding anticipated to be provided by other sources; including authorization for the Town Council President and/or Land Trust Chairperson to sign any and all documents as required to execute the foregoing. A.   Request from EMA Director Robinson to purchase communications equipment from Applied Communications Services, Inc, an approved vendor on the MPA and a current contracted vendor, for this equipment, using the Fire Fighter Expense Fund, Account # 603-4420-0304. Amount not to exceed $30,000 Video

 

B.   Authorization for the Rotary Club to use the parking lot and gazebo next to the North Scituate Elementary School for the Scituate Farmer’s Market, which is scheduled to open on May 10, 2025 – September 27, 2025 Video

 

C.   Request from Janice and Lawrence O’Toole, owners of 11 St. Mary’s Road, to waive the Town’s Community Septic System Loan Program’s (CSSLP) requirement of having final loan approval before the septic system is installed.  In an emergency, the owners replaced the septic system and the septic installer, ProSeptic, was willing to wait for payment until after installation given the pending application before RI Housing.  The owners have been approved by RI Housing for a loan in the amount of $34,600, and the owners are aware they will have to pay the $4,600 difference if the Town approves the request. D.   Request from Town Clerk Long to hire Amanda Nardone to fill a temporary position in the Town Clerk’s Office while an employee is out on medical leave; at a pay rate of $20/hour Video

 

E.   Request from EMA Director Robinson to expend funds not to exceed $10,000 from account 001 7 780 0000 0000 0605, to cover costs for surveying and site testing on two parcels identified in a potential land swap with the Providence Water Supply Board. Video
