Laws § 42-46-5 (a) Subsection (1), a discussion of the job performance, character, or physical or mental health of a employee, provided that such person affected shall have been notified in advance in writing and advised that the employee may require that the discussion be held at an open meeting. A. Consideration of temporarily waiving the vacation carryover policy outlined in the Town's Human Resource Policy Manual to allow Lisa Benson, Tax Collector, to receive a payout for vacation time she is unable to use or carryover until in the next calendar year
B. Request from the Sustainability Committee to expend funds annually, not to exceed a total cost of $500 for a committee website. Cost not to exceed $225 was approved at the September 11, 2025 Town Council meeting. Funds to be expended from the Due To/From Recycling Initiative Account.
C. Request from the Sustainability Committee to expend $1080.00 from the Due To/From Recycling Initiative Account for composting at the Art Festival
D. Authorization to convert Michael DiOrio, Zoning and Building Official full-time position to a part time, remote position. Benefits will be in accordance with the Town of Scituate Human Resource Manual. Revised salary and start date to be determined by the Town Council.
E. Authorization from the Town Council for the Art Festival Committee to use the town grounds at and around the Congregational Church for the 59th Scituate Art Festival to be held October 10-12, 2025
F. Authorization from the Town Council for the Scituate Business Association to use town grounds at and around the N. Scituate gazebo area and to sell food from the Rotary Food Truck for the Family Fall Festival on Saturday, October 25, 2025.
G. Authorization to complete renovations of the former Clayville School/Post Office to be used as a permanent office for the Conservation Commission and Land Trust
H. Request from The Land Trust for $15,950 for engineering services to be provided by the Town Engineer for preliminary design and construction cost estimates for Trail Improvements at the Riley Lane property in support of an RIDEM Outdoor Recreation Development grant due Nov. 18, 2025, per the attached estimate provided by Joe Casali.
I. Approval of posting a new RFP for the Hope Village Wastewater Feasibility Study, the Town previously went out to bid in June 2024 and received 2 estimates to conduct the Feasibility Study in the amounts of $87,167 and $94,500 but did not award.
J. Authorization to Implement recommendations presented in the Hope Beach Report, as follows:
i. Approval of funding for the Conservation Commission to add ammonia and surfactant analysis during the monthly water quality sampling conducted under the URI Watershed Watch Program not to exceed $550. Estimates for said sampling are attached.
ii. Approve the Conservation Commission and Northern RI Conservation District in establishing a public education program to be presented periodically to the residents within the Hope Pond watershed.
iii. Explore the establishment of a Wastewater Management District including enabling legislation and creating an ordinance regulating cesspools within the Hope Pond watershed to be replaced within a certain amount of time.
K. Request from the Director of Animal Control and Police Chief to have the Town Solicitor draft amendments to the Code of Ordinances concerning penalties and fees related to animal control and the Town Animal Control Shelter.
L. Authorization for the Purchasing Agent and EMA director, in conjunction with town solicitor, to draft and post an RFP for a new telecommunications tower on North Road, Plat 7, Lot 25.
M. Ratification of the expenditure for a new 2023 Ford F550 4x4 custom-built Life Line “Superliner” Type 1-AD, Class I Emergency Medical Vehicle (rescue) for the Hope-Jackson Fire Department in an amount of 430,299 from Specialty Vehicles, Inc. Funding from the Public Safety Bond approved by the electors at the 2022 Financial Town Meeting.
