A.  Consider, discuss, and act upon matters pursuant to Rhode Island General Laws and Section 42-46-5(a)(1); Personnel: A. Town Manager Annual Review and B. to interview Winifred Moreau for possible reappointment to a board or commission.

A.  Move that the minutes of the December 17, 2019 Town Council open session meeting be approved as recorded.

 

VII.      Consider, discuss and act upon the following possible appointments and reappointments: 

None.

 

VIII.    Public Hearings: 

A.  Conduct a public hearing to consider amendments to Article 4.3 of the Zoning Ordinance entitled “Table of Uses”, Section L. “Medical Marijuana” and Article 4.4 entitled “Supplementary Use Regulations”, Section L. “Medical Marijuana”. 

B.  Conduct a public hearing to consider adoption of Chapter 345, Section 2 of the Code of Ordinances entitled “2020 Water Improvement Bonds” authorizing the borrowing of up to $3 million for the purpose of financing improvements to the Town’s drinking water system through the RI Infrastructure Bank.

C.  Conduct a Public Hearing to consider the renewal of the Intoxicating Beverage Licenses, as listed, as applied, subject to compliance with all State regulations, local ordinances and a Certificate of Good Standing from the RI Division of Taxation.

3.   Thirsty Beaver Smithfield, LLC d/b/a “Thirsty Beaver Pub & Grub”, 45 Cedar Swamp Road (approved for outdoor bar service)

 

IX.       Licenses:

A.  Consider approving the renewal of  two (2)  Entertainment Licenses, as listed,  as applied, subject to compliance with all State regulations and local ordinances:

1.   New Day, LLC d/b/a “Emma’s”, 743 Putnam Pike

2.   Thirsty Beaver Smithfield, LLC d/b/a “Thirsty Beaver Pub & Grub”, 45 Cedar Swamp Road

B.  Consider approving the renewal of  two (2) Special Dance Licenses, as listed,  as applied, subject to compliance with all State regulations and local ordinances:

1.   New Day, LLC d/b/a “Emma’s”, 743 Putnam Pike

2.   Thirsty Beaver Smithfield, LLC d/b/a “Thirsty Beaver Pub & Grub”, 45 Cedar Swamp Road

C.  Consider approving the renewal of one (1) Victualling Only License, as applied, subject to compliance with all State regulations and local ordinances:

1.   Sugar N’ Spice d/b/a “Sugar N’ Spice”,  130 Mann School Road

XI.       New Business:     

A.  Consider, discuss, and act upon a letter of intent to the Rhode Island School Building Authority for Smithfield High School Athletic Complex renovations.

B.  Consider, discuss, and act upon a bid award for Investment Advisor for the police and fire pension.

C.  Consider, discuss, and act upon a one year contract renewal for audit services for the Town and School Department for fiscal year ending June 30, 2020 to Robert J. Civetti, CPA, LLC. in the amount of $62,800.

D.  Consider, discuss, and act upon entering into an agreement with Municipal Code Consulting, LLC on an interim basis to provide Building Official and plan review services.

E.   Consider, discuss, and act upon approving tax abatements in the amount of $33.00.
