MINUTES OF SMITHFIELD TOWN COUNCIL MEETING

to Ahlborg Construction for the School Capital Improvement Project in an amount not to exceed four hundred and five thousand, two hundred and sixty-seven dollars ($405,267).
Derek Osterman of Colliers International explains that the reason these directives are being presented as “not to exceed” is because the project is nearing its end.
Edward Cifune of DBVW Architects reviews each directive as follows:
· #24 Masonry repairs at LaPerche Elementary School – repoint top of windows where previous damage occurred.
· #25 – Heating unit at LaPerche Elementary School – installation of new heating/hot water piping at unit ventilator location.
· #26 – Existing stair enclosures at Old County Road School - masonry was not properly supported.
· #27 – Corridor smoke sealing at Old County Road School – smoke seal to all penetrations and holes in existing corridor walls.
· #28 – Ceiling Renovations at Old County Road School - close gaps to prevent dust/debris.
· #29 – Remove (6) existing cafeteria wall mounted tables at LaPerche Elementary School – remove wall mounted tables that provide for a safer environment for the students.
· #30 – Drainage revisions at LaPerche Elementary School – extend new drainage line and installation of overflow drains.
· #31 – Added gypsum board walls in toilet room at Old County Road School – installation of additional walls to existing conditions.
· #32 - Classroom light wiring (missing neutral) at Old County Road School – magnitude for running of new grounded lighting feeds.
· #33 – 2nd floor toilet slab repair at Old County Road School – repair holes in the original concrete.
· #34 – Under slab conduits/wiring at Old County Road School – first cut for installation of conduits.
· #35 – Under slab piping at toilet core at McCabe School – piping is undersized; open slab to connect.
· #36 – Toilet room slab infill at McCabe School – infill slab after piping is connected.
Mr. Osterman states that all of the directive total a “not to exceed” amount of $405,267. Mr. Osterman further states that $1,476,402 remains in the Contingency Fund, earlier this month a CCD was approved in the amount of $510,307, and a mid-month contingency amount of $966,095 (as of this day).
Thomas Hodgkins of 200 Old County Road states that the Town has been presented with close to $1M in additional work, and he has recommend that the Town retain a construction consultant to oversee the final work.
Mr. Hodgkins further states that the first change order that was presented for masonry work at LaPerche Elementary School are more than doubled from the Town Council meeting held two (2) weeks ago, and it was presented at that meeting with no backup information. Mr. Hodgkins would like to know why the Town Council was asked to vote on a “not to exceed amount” of $75,000 when there was a quote from the mason of $111,000, and the setup/cleanup costs should have been anticipated as part of that work not added to.
Mr. Hodgkins would also like to know if there was a cost estimate completed on that project as required by the contract. Mr. Hodgkins feels that time should not be an excuse if this was not completed.
Mr. Osterman explains that backup is still being analyzed and negotiations are still taking place with the contractor, and the projects are being put through as CCDs, which will require a change order with additional backup to be brought before the Town Council for approval once everything has been scrutinized what is submitted to them by Ahlborg Construction.
Mr. Cifune explains that that the $75,000 estimate was developed while Ahlborg Construction developing their price based on Colliers proposal request, and there was not adequate time to vet the amount.
Mr. Osterman explains that the cost estimation will be completed prior to the change order being presented to the Town Council.
Motion is made by Vice President Kilduff, seconded by Member Tikoian, that the Smithfield Town Council hereby approves CCDs 24-36, to Ahlborg Construction, as shown above, where all values are expressed as Not to Exceed Amounts for a total authorization Not to Exceed Four Hundred Five Thousand Two Hundred Sixty Seven Dollars. $405,267. Motion is approved by a unanimous 3/0 vote.
Motion is made by Vice President Kilduff, seconded by Member Tikoian, to adjourn the meeting. Motion is approved by a unanimous 3/0 vote.
