A. Move that the minutes of the May 25, 2021 Town Council executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(5), Real Estate, to consider and discuss the potential disposition, sale or lease of surplus Town Property be approved as recorded and sealed.
B. Move that the minutes of the June 1, 2021 Town Council executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(5), Real Estate, to consider, discuss, and act upon the potential disposition, sale or lease of surplus Town Property be approved as recorded and sealed.
C. Move that the minutes of the June 1, 2021 Town Council open session meeting be approved as recorded.
VI. Consider, discuss and act upon the following possible appointments and reappointments: None.
VII. Public Hearings:
A. Conduct a public hearing on the proposed Fiscal Year 2022 Budget.
B. Continuance of a public hearing to consider, discuss and act upon the possible suspension, revocation, or other sanction regarding the listed liquor licenses due to non-renewal or non-compliance with the conditions of renewal:
1. DLA, LLC d/b/a “Parma Ristorante”, 266 Putnam Pike, Unit 1

C. Conduct a public hearing to consider, discuss and act upon approving the renewal of the following victualling license to include renewal of the Extended Hours of Operation, as applied, subject to compliance with all State regulations and local ordinances.

A. Consider, discuss and act upon approving one (1) One-Day Beer/Wine License for the Smithfield Senior Center as follows:
· Welcome Back Party to be held on Wednesday, June 23, 2021
The party will take place at the Smithfield Senior Center, 1 Williams J. Hawkins, Jr., Trail from 12:00 p.m. to 3:00 p.m., as applied, subject to State regulations and local ordinances.
B. Consider, discuss and act upon renewing one (1) Holiday Sales License, as applied, subject to compliance with all State regulations and local ordinances.
1. Michaels Stores, Inc. d/b/a “Michaels Arts & Crafts #2703”, 371 Putnam Pike
C. Consider, discuss and act upon approving a new Mobile Food Truck License for Baby Duck, LLC d/b/a “HG 80”, 78 Harrison Street, Providence, RI, to sell tacos and homemade potato chips from a truck with RI Reg. #85432, as applied, subject to compliance with all State regulations and local ordinances.
D. Consider, discuss and act upon approving a Special Event License for the Smithfield’s All Lit up Christmas Parade Committee as follows:
· Independence Day Celebration on Friday, July 2, 2021 from 4:00 p.m. to 10:30 p.m., with a rain date of Friday, July 9, 2021
The Independence Day Celebration will take place at Deerfield Park, 1 William J. Hawkins, Jr., Trail, from 4:00 p.m. to 10:30 p.m., as applied, subject to State regulations and local ordinances.

X. New Business:
A. Consider, discuss, and act upon an appropriation and tax levy resolution for fiscal year ending June 30, 2022.
B. Consider, discuss, and act upon authorizing a bid award for audit services.
C. Consider, discuss, and act upon terminating a joint facility agreement with the Town of Lincoln and the Blackstone Valley Animal Shelter.
D. Consider, discuss and act upon the acceptance of public improvements, maintenance bond and release of performance bond for Laurel Woods Drive and Kylie Circle – Laurel Woods Estates.
E. Consider, discuss, and act upon authorizing change order number 6 to Ahlborg Construction for the School Department’s capital improvement project in an amount not to exceed eighty-five thousand, four hundred and seventy-six dollars ($85,476).
F. Consider, discuss, and act upon a bid award for boiler cleaning for the School Department.
G. Consider, discuss, and act upon a bid award for fuel oil for the School Department.
H. Consider, discuss, and act upon authorizing a contract amendment with DBVW Architects, Inc. in the amount of eleven thousand dollars ($11,000) for additional HVAC engineering design services for the School Department’s capital improvement project.
I. Consider, discuss, and act upon the adoption of Emergency Ordinance 2021-4 pursuant to Section 2.14 of the Smithfield Town Charter declaring the existence of an emergency posed by the novel Coronavirus known as COVID-19.
J. Consider, discuss, and act upon authorizing the Town Manager to enter into a contract for grant administration and writing for an amount not to exceed $4,000 per month for a period of 12 months.
