A. Move that the minutes of the October 19, 2021 Town Council executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(5), to consider, discuss, and act upon acquisition of real property be approved as recorded and sealed.

B. Move that the minutes of the October 19, 2021 Town Council open session meeting be approved as recorded.

VIII. Public Hearings:

A. Schedule a public hearing on December 7, 2021 to consider amendments to the Land Use and Economic Development chapters of the Comprehensive Community Plan.

B. Schedule a public hearing on December 7, 2021 to consider adopting amendments to the Zoning Ordinance and Map.

IX. Licenses:

A. Consider, discuss and act upon approving a new Victualling Only License for Vibe Nutrition, LLC d/b/a “Vibe Nutrition RI”, 285 George Washington Highway, as applied, subject to compliance with all State regulations, local ordinances and final approval from the RI Department of Health.

B. Consider, discuss and act upon approving one (1) One-Day Beer/Wine License for the Smithfield Senior Center as follows:

• Christmas Party to be held on Wednesday, December 8, 2021

The party will take place at the Smithfield Senior Center, 1 William J. Hawkins, Jr. Trail from 12:00 p.m. to 3:00 p.m., as applied, subject to State regulations and local ordinances.

C. Consider, discuss and act upon approving a new Victualling Only License for The Orchard Grill, Inc. d/b/a “The Orchard Grille”, 132 Pleasant View Avenue, as applied, subject to compliance with all State regulations and local ordinances.

XI. New Business:

A. Consider, discuss, and act upon authorizing a request from Ocean State Multisport to hold a Sour Apple Road Race in Deerfield Park on July 10, 2022.

B. Consider, discuss, and act upon authorizing a memorial event and installation of a memorial stone at Georgiaville Beach on May 22, 2022.

C. Consider, discuss, and act upon approving a PCO 83 MC as a Construction Change Directive in a not-to-exceed amount of ten thousand, eight hundred and twenty-nine dollars ($10,829.00).

D. Consider, discuss, and act upon approving Change Order Number 7 in a not-to exceed amount of eight hundred and forty-nine thousand, nine hundred and four dollars and sixty-two cents ($849,904.62).

E. Consider, discuss, and act upon authorizing a waiver of a preemptive right to purchase property located at George Washington Highway and Harris Avenue (Plat 361, Parcel 24).

F. Consider, discuss, and act upon authorizing 2022 Town Council meeting calendar.

G. Consider, discuss, and act upon approving tax abatements in the amount of two thousand, four hundred and fifty-three dollars and two cents ($2,453.02).
