A.  Move that the minutes of the July 13, 2021 Town Council work session meeting be approved as recorded.

B.  Move that the minutes of the July 20, 2021 Town Council executive session meeting held pursuant to pursuant to Rhode Island General Laws Section 42-46-5(a)(2) Collective Bargaining; discussion concerning status of LIUNA union negotiations; Rhode Island General Laws Section 42-46-5(a)(2) Potential Litigation; and Rhode Island General Laws Section 42-46-5(a)(5) Real Estate; to consider and discuss the potential disposition, sale or lease of surplus Town Property be approved as recorded and sealed.

C.  Move that the minutes of the August 3, 2021 Town Council executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(1), Personnel, to interview Amy Paul, Joan Penswick, and Shawn Shelley for appointment to a Town board or commission and to interview Peter Pare, Michael Moan, and Al Gizzarelli for reappointment to a Town board or commission be approved as recorded and sealed.

D.  Move that the minutes of the August 3, 2021 Town Council open session meeting be approved as recorded.

 

VII.      Consider, discuss and act upon the following possible appointments and reappointments: 

A.  Housing Authority appointment with a term expiring in January of 2023.

B.  Zoning Board of Review appointment with a term expiring in May of 2022.

C.  Affordable Housing Board appointment with a term expiring in April of 2024.

 

VIII.    Public Hearings: 

A.  Conduct a Public Hearing to consider, discuss and act upon approving the relocation of a B-Victualler License for Chipotle Mexican Grill of Colorado, LLC d/b/a “Chipotle Mexican Grill”, relocating from 371 Putnam Pike to 473 Putnam Pike, to include Outdoor Seating/Bar Service with the hours of operation to be Monday through Sunday 6:00 a.m. to 1:00 a.m., as applied, subject to compliance with all State regulations, final approval from the RI Department of Health and an updated Retail Sales Permit.

 

IX.       Licenses: 

A.  Consider, discuss, and act upon approving a new Solicitation License for “Renewal by Andersen”, soliciting replacement windows and doors, as applied, subject to compliance with all State regulations, local ordinances, and the following conditions: The Smithfield Police Department is to be notified each time the applicant is soliciting, including which area of Town solicitation will take place.  Solicitation may take place between the hours of 9:00 a.m. to 7:00 p.m. only.  If conditions of the license are not adhered to, the applicant will be required to appear before the Town Council.

 

B.  Consider, discuss, and act upon approving fifteen (15) One-Day Special Event Licenses for Seven Cedars Farm for “Haunted Hayrides”, 20 John Mowry Road on the following dates:

     Friday, October 1, 2021 from 7:00 p.m. to 10:30 p.m.

     Saturday, October 2, 2021 from 7:00 p.m. to 10:30 p.m.

     Sunday, October 3, 2021 from 7:00 p.m. to 9:30 p.m.

     Friday, October 8, 2021 from 7:00 p.m. to 10:30 p.m.

     Saturday, October 9, 2021 from 7:00 p.m. to 10:30 p.m.

D.  Consider, discuss, and act upon the annual renewal of one (1) Peddler’s License, as applied, subject to compliance with all State regulations and local ordinances.

E.   Consider, discuss, and act upon the annual renewal of one (1) Pool Table License, as applied, subject to compliance with all State regulations and local ordinances.

A.  Consider, discuss, and act upon authorizing a request from the Thirsty Beaver to hold the “Beaver Dash” 5K road race at 9:00 a.m. on Sunday, October 17, 2021 from the Smithfield Ice Rink, 101 Pleasant View Avenue, to the Thirsty Beaver, 45 Cedar Swamp Road.

 

B.  Consider, discuss, and act upon authorizing the Public Works Director to utilize the State Master Price Agreement for the purchase of road salt from Morton Salt at a per ton unit price of sixty-eight dollars and thirty-three cents ($68.33).

 

C.  Consider, discuss, and act upon authorizing a resolution for the purchase of one (1) 2022 624P four wheel drive loader with a 3.5 YD general purpose bucket and a 3 YD multi-purpose bucket.

 

D.  Consider, discuss, and act upon authorizing the Town Manager to enter into contract, through the Sourcewell Contract #080818-VCM, with Cives Corporation, dba Viking Cives of Harrisville, NY, for the purchase of three (3) Heavy Duty Reversible Trip Edge Snow Plows for a total cost of twenty-eight thousand, five hundred and fifty-eight dollars, and fifty cents ($28,558.50).

 

E.   Consider, discuss, and act upon authorizing amendment #11 to Veolia Water operations and maintenance contract to complete the replacement of a 100 foot section of the Whipple Avenue sewer main in the amount of eighty-eight thousand, two hundred and eight dollars, and fifty-five cents ($88,208.55).

 

F.   Consider, discuss, and act upon authorizing amendment #12 to Veolia Water operations and maintenance contract to complete the replacement of the Primary Treatment System Pump Spooling Pipes at the Wastewater Treatment Facility for an amount not to exceed two hundred, twenty-two thousand, one hundred and fifty dollars ($222,150.0).

 

G.  Consider, discuss, and act upon a bid award to Applied Communication Systems in the amount of twenty-four thousand, eight hundred and ninety dollars ($24,890.00) for the design, supply, and installation of a bi-directional amplifier/distributed antenna system as part of the Police Department’s transition to the Rhode Island Statewide Communications Network (RISCON) to be funded through the Police Department Expansion & Renovation Bond.

 

H.  Consider, discuss, and act upon a bid award to Applied Communication Systems in the amount of nine thousand, eight hundred and fifty dollars ($9,850.00) for the design, supply, and installation of equipment and materials to transition the Police Department’s dispatching capabilities to the Rhode Island Statewide Communications Network (RISCON) to be funded through the Police Department Expansion & Renovation Bond.

 

I.    Consider, discuss and act upon a bid award for the sale of the Salt Barn property located at 999 Douglas Pike (AP 46, Lot 290) to Richard J. Conti in the amount of two million, one hundred and fifty-five thousand dollars ($2,155,000.00).

 

J.   Consider, discuss, and act upon rescinding a request for proposals for renovations to the East Smithfield Neighborhood Center.

 

K.  Consider, discuss, and act upon authorizing a request for proposals for renovations to the East Smithfield Neighborhood Center.

 

L.   Consider, discuss, and act upon authorizing the purchase of two (2) shade structures for the Anna M. McCabe Elementary School playground, through the MHEC procurement system from O’Brien & Sons of Medway, MA, in the amount of nineteen thousand, four hundred and twenty-two dollars ($19,422.00) to be paid for through the school bond.

 

M. Consider, discuss, and act upon authorizing the School Department to utilize the State Master Price Agreement to enter into a contract for RIDE Stage 2 architectural and engineering services for the Boyle Athletic Field Complex from Edward Rowse Architects for the amount of fifty thousand, seven hundred and forty dollars ($50,740.00).

 

N.  Consider, discuss, and act upon authorizing a resolution creating the Camp Shepard Subcommittee.

 

O.  Consider, discuss, and act upon appointment of Council liaisons to the Economic Development Commission.

 

P.   Consider, discuss, and act upon the adoption of Emergency Ordinance 2021-5 pursuant to Section 2.14 of the Smithfield Town Charter declaring the existence of an emergency posed by the novel Coronavirus known as COVID-19.

 

Q.  Consider, discuss, and act upon approving tax abatements in the amount of eleven thousand, four hundred and sixty-two dollars, and eighteen cents ($11,462.18).
