- Announce any closed session votes required to be disclosed pursuant to Rhode Island General Laws, Sec. 42-46-4.
A. Move that the minutes of the September 7, 2021 Town Council executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(5), Real Estate; to consider and discuss the potential acquisition or lease of surplus real property for public purposes be approved as recorded and sealed.
B. Move that the minutes of the September 7, 2021 Town Council open session meeting be approved as recorded.
A. Conservation Commission Reappointment with a term expiring in July of 2024.
B. Planning Board Reappointments (2) with terms expiring in May of 2024.
A. Schedule a public hearing on October 19, 2021 to change the Comprehensive Plan’s Land Use Map designation of Plat 47, Lot 34, located at 115 Mann School Road, from Low Medium Density Residential (LMDR) to Medium Density Residential (MDR).
B. Schedule a public hearing on October 19, 2021 to consider amending the Zoning Ordinance Map by changing the zoning district designation of Assessor’s Plat 47, Lot 34, located at 115 Mann School Road, from R-80 to R-Med.
A. Consider, discuss and act upon approving a new Solicitation License for “Rooftop Power”, soliciting solar energy systems, as applied, subject to compliance with all State regulations, local ordinances, and the following conditions: The Smithfield Police Department is to be notified each time the applicant is soliciting, including which area of Town solicitation will take place. Solicitation may take place between the hours of 9:00 a.m. to 7:00 p.m. only. If conditions of the license are not adhered to, the applicant will be required to appear before the Town Council.
B. Consider, discuss and act upon approving an application for the temporary expansion of a Class B-Victualler licensed premises to include the parking lot of BZB Enterprises, Inc. d/b/a “Parente’s Family Restaurant”, 1114 Douglas Pike, for a 2021 Bryant University Reunion and Homecoming Weekend to be held on Friday, October 1, 2021 and Saturday, October 2, 2021 from 11:00 a.m. to 1:00 a.m., under a tent on the restaurant grounds, as applied, subject to compliance with all State regulations, local ordinances and final approval from the Fire Department.
C. Consider, discuss and act upon the annual renewal of one (1) Massage Therapy License, as applied, subject to compliance with all State regulations and local ordinances.

A. Consider, discuss, and act upon authorizing a request for proposals for a diversity, equity and inclusion consultant.
B. Consider, discuss, and act upon appointing a Council Liaison to the Water Supply Board Advisory Commission.
C. Consider, discuss, and act upon approving tax abatements in the amount of six hundred, thirty-four dollars and ninety cents ($634.90).
D. Consider, discuss, and act upon authorizing a response letter to a request from the RI Airport Corporation on airport-related matters at North Central Airport.
