A.  Move that the minutes of the March 1, 2022 open meeting be approved as recorded.

 

B.  Move that the minutes of the March 8, 2022 work session meeting be approved as recorded.

 

C.  Move that the minutes of the March 15, 2022 executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(1), Personnel; to interview Chad Morrison, Theresa Garlacy, Kelly Duff, Marcie DiOrio, and James Gass for possible appointments to a Town board or commission be approved as recorded and sealed.

 

D.  Move that the minutes of the March 15, 2022 open meeting be approved as recorded.

 

VII.      Consider, discuss and act upon the following possible appointments and reappointments: 

 

A.  Johnston-Smithfield Juvenile Hearing Board appointment with a term expiring in September of 2026.

 

B.  Historic Preservation Commission appointment with a term expiring in January of 2024.

 

C.  Ad-Hoc Dog Park Committee appointment.

 

D.  Camp Shepard Subcommittee appointments (9).

 

VIII.    Public Hearings: 

 

A.  Continue a public hearing from March 15, 2022 to consider, discuss, and act upon the possible revocation, or other sanction regarding the listed Victualling Only License and one (1) Peddler’s License due to non-renewal or non-compliance with the conditions of renewal:

 

1.   Jason Marino d/b/a “Juice Bar & Co.”, 266 Putnam Pike

 

2.   NEFL, Inc. d/b/a “New England Frozen Lemonade”, 280 Douglas Pike, Providence, RI

 

B.  Conduct a public hearing to consider, discuss and act upon approving a new B-Victualler Limited License for Val’s English Tea & Pie Shop, LLC d/b/a “Val’s English Tea & Pie Shop”, 466 Putnam Pike, Unit 1, with the hours of operation to be Monday through Sunday 6:00 a.m. to 1:00 a.m., as applied, subject to compliance with all State regulations and local ordinances.

 

C.  Conduct a public hearing to consider, discuss and act upon approving the transfer of a B-Victualler License from Coley, Inc. d/b/a Kountry Kitchen”, located at 10 Smith Avenue, to TMG – Trap North d/b/a “The Trap North Brew Pub & Grill”, same location, to include Outdoor Seating/Bar Service with the hours of operation to be Monday through Sunday from 6:00 a.m. to 1:00 a.m., as applied, subject to compliance with all State regulations, local ordinances, a Certificate of Good Standing, a Retail Sales Permit and final approval from the RI Department of Health.

A.  Consider, discuss and act upon approving a new Victualling License for Val’s English Tea & Pie Shop, LLC d/b/a “Val’s English Tea & Pie Shop”, located at 466 Putnam Pike, Unit 1, as applied, subject to compliance with all State regulations and local ordinances.

 

B.  Consider, discuss and act upon approving a new Victualling License for TMG – Trap North d/b/a “The Trap North Brew Pub & Grill”, 10 Smith Avenue, as applied, subject to compliance with all State regulations, local ordinances, a Retail Sales Permit and final approval from the RI Department of Health.

 

C.  Consider, discuss and act upon approving a new Entertainment License for TMG – Trap North d/b/a “The Trap North Brew Pub & Grill”, located at 10 Smith Avenue, as applied, subject to compliance with all State regulations and local ordinances.

 

D.  Consider, discuss and act upon approving a new Special Dance License for TMG – Trap North d/b/a “The Trap North Brew Pub & Grill”, located at 10 Smith Avenue, as applied, subject to compliance with all State regulations and local ordinances.

 

E.   Consider, discuss and act upon approving the annual renewal of seven (7) Holiday Sales Licenses, as listed, as applied, subject to compliance with all State regulations and local ordinances.

The party will take place at the Smithfield Senior Center, 1 William J. Hawkins, Jr. Trail from 1:00 p.m. to 3:00 p.m., as applied, subject to compliance with all State regulations and local ordinances.

XI.       New Business:     

 

A.  Consider, discuss, and act upon authorizing a request for proposals for pavement crack sealing services.

 

B.  Consider, discuss, and act upon authorizing a request for proposals for street paving services.

 

C.  Consider, discuss, and act upon authorizing a request for proposals for micro surfacing services.

 

D.  Consider, discuss, and act upon authorizing a request for proposals for street line painting services.

 

E.   Consider, discuss, and act upon authorizing a contract, through the RI Master Price Agreement #506, with ATS Equipment of RI Inc. for the purchase of one (1) Dooson 100KW Diesel Generator in the amount of forty thousand dollars ($40,000).

 

F.   Consider, discuss, and act upon a recommendation from the Smithfield Sewer Authority to authorize a request for proposals for the construction of an Aerated Grit Removal System at the Wastewater Treatment Facility.

 

G.  Consider, discuss, and act upon authorizing a bid award for boiler cleaning in four (4) school locations.

 

H.  Consider, discuss, and act upon authorizing a contract, through the RI Master Price Agreement #430, with RGB Architects to provide Owner’s Project Management Services for the Boyle Athletic Complex and other school projects.

 

I.    Consider, discuss, and act upon appointing a Council Liaison to the Water Supply Board Advisory Commission.
