A.  Move that the minutes of the December 7, 2021 Town Council executive session held pursuant to Rhode Island General Laws Section 42-46-5(a)(5) Real Estate; to consider, discuss and act upon the potential disposition, sale or lease of surplus Town Property and Section 42-46-5(a)(1); Personnel: Town Manager Annual Review be approved as recorded and sealed.

 

B.  Move that the minutes of the January 12, 2022 Town Council work session meeting be approved as recorded.

 

C.  Move that the minutes of the January 12, 2022 Town Council open meeting be approved as recorded.

 

VI.       Consider, discuss and act upon the following possible appointments and reappointments: 

 

A.  Economic Development appointment with a term expiring in March of 2023.

 

B.  Historic Preservation Commission appointment with a term expiring in February of 2023.

 

VII.      Public Hearings: 

 

A.  Conduct a public hearing to consider and act upon passage of a resolution approving the Smithfield Onsite Wastewater Management Plan per RIDEM rules & regulations.

 

B.  Conduct a public hearing to consider and act upon adoption of Chapter 156 of the Code of Ordinances entitled “Outdoor Lighting”.

 

C.  Schedule a public hearing on February 15, 2022 to consider and act upon the adoption of the Capital Improvements Program Plan for 2023-2027.

 

D.  Schedule a public hearing on March 1, 2022 to consider and act upon the draft Year Eighteen (18) Town of Smithfield Annual Submission of the RIPDES Storm Water Pollution Prevention Program Annual Report to RI Department of Environmental Management.

 

E.   Continue a public hearing from January 18, 2022 to consider, discuss and act upon approving a new Class B-Victualler Beverage License for Fresco Ditto, Inc. d/b/a “Fresco”, 181 George Washington Highway to include Outdoor Seating/Bar Service, with the hours of operation to be Monday through Sunday, 6:00 a.m. to 1:00 a.m., as applied subject to compliance with all State regulations, local ordinances, a copy of the Retail Sales Permit and final approval from the RI Department of Health.

 

F.   Continue a public hearing from January 18, 2022 to consider, discuss and act upon the possible suspension, revocation, or other sanction regarding the listed Liquor Licenses due to non-renewal or non-compliance with the conditions of renewal:

 

1.   DLA, LLC d/b/a “Parma Ristorante”, 266 Putnam Pike, Unit 1

 

2.   Ichiraku, LLC d/b/a “Ichiraku Ramen and Fusion”, 970 Douglas Pike

 

3.   Rebel Alliance Group, LLC d/b/a “Bistecca Chop House”, 332 Farnum Pike

 

G.  Conduct a public hearing to consider, discuss and act upon approving the renewal of the Intoxicating Beverage Licenses, as applied, subject to compliance with all State regulations, local ordinances and a Certificate of Good Standing from the RI Division of Taxation.

A.  Consider, discuss, and act upon authorizing a request for proposals for crack repairs at the Deerfield Park Basketball and Tennis Courts.

 

B.  Consider, discuss, and act upon authorizing the Fire Department to proceed with the purchase of 800 MHz mobile radios in the amount of thirty six thousand, four hundred and ninety-nine dollars and fifty-one cents ($36,499.51) with funds from the RI State Homeland Security Grant Program award number 34-02-2021 HSGP.

 

C.  Consider, discuss, and act upon adopting a resolution in support of the Blackstone River Watershed Needs Assessment Report.

 

D.  Consider, discuss, and act upon authorizing the issuance of a request for proposals for a Comprehensive Performance Audit.

 

E.   Consider, discuss, and act upon authorizing a lease agreement with Revive the Roots for the property located at 10 Old Forge Road (Assessor Plat 49, Lot 136), known as the Mary Mowry House, as recommended by the Smithfield Land Trust pending final approval by the Town Solicitor.

 

F.   Consider, discuss, and act upon cancelling the April 19, 2022 Town Council meeting.
