Convene into executive session to consider, discuss, and act upon matters pursuant to Rhode Island General Laws Section 42-46-5(a)(1) Personnel; to interview David Russas, Joseph M. Bennett, IV, and Peter Lawrence for possible appointment or reappointment to a Town board or commission and Section 42-46-5(a)(2) Collective Bargaining; to discuss a Memorandum of Agreement (MOA) modifying the Collective Bargaining Agreement for the Period July 1, 2020 through June 30, 2023 between the Town of Smithfield and Local 2050, International Association of Firefighters, AFL-CIO.

A. Move that the minutes of the June 7, 2022 executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(2) Pending Litigation/Arbitration (A.A.A. Case # 01-21-0017-4854, Paul Eldridge) Discussion and possible vote authorizing the Town Manager and Labor Counsel to finalize any settlement agreements arising from the above referenced pending arbitration and Section 42-46-5(a)(1) Personnel; to interview Shawn Shelley, Richard Colavecchio, Sandra Achille, Samantha Kerwin, Peter J. Libutti, and Joseph A. Rotella for possible appointment or reappointment to a Town board or commission be approved as recorded and sealed.
B. Move that the minutes of the June 7, 2022 open meeting be approved as recorded.
A. Personnel Board reappointment with a term expiring in March of 2025.
B. Historic Preservation Commission appointment with a term expiring in February of 2024.
C. Budget and Financial Review Board appointment with a term expiring in February of 2024.
A. Conduct a public hearing on the proposed Fiscal Year 2023 budget.
B. Schedule a public hearing on July 12, 2022 to consider amendments to the Code of Ordinances, Chapter 126 “Animals”, Article VIII “Smithfield Dog Park”.

C. Consider, discuss, and act upon approving an application for a temporary extension of a Class D (Full privilege) licensed premises for the Smithfield Sportsman’s Club, to include its parking lot located at 14 Walter Carey Road, for their Annual Field Day to be held, Sunday, September 18, 2022, from 9:00 a.m. to 8:00 p.m., as applied, subject to compliance with all State regulations, local ordinances, and conditional upon the alcohol/crowd control agreement with the Smithfield Police Department. Rain date will be Sunday, September 25, 2022.
D. Consider, discuss, and act upon approving two (2) One-Day Beer/Wine Licenses for the Smithfield Senior Center as follows:
1. Summer Celebration Party to be held on Wednesday, June 22, 2022 from 12:00 p.m. to 3:00 p.m.
2. Hawaiian Luau to be held on Thursday, August 11, 2022 from 12:00 p.m. to 3:00 p.m.
All parties will take place at the Smithfield Senior Center, 1 William J. Hawkins, Jr. Trail from 12:00 p.m. to 3:00 p.m., as applied, subject to all State regulations and local ordinances.
E. Consider, discuss, and act upon approving one (1) Holiday Sales License, as applied, subject to compliance with all State regulations and local ordinances.

A. Consider, discuss, and act upon approving the proposed American Rescue Plan Act Funding Program.
A. Consider, discuss, and act upon an appropriation and tax levy resolution for fiscal year ending June 30, 2023.
B. Consider, discuss, and act upon authorizing a request for qualifications for architectural and engineering services for the Boyle Athletic Complex, high school and middle schools pending review by the Town Solicitor.
C. Consider, discuss, and act upon authorizing the Smithfield Police Department to purchase a custom built 2022 Ford F550 Mobile Command Center from LDV Custom Specialty Vehicles of Birmingham, WS, through the Houston-Galveston Area Council Bid in the amount of three hundred thirty one thousand, eight hundred and sixty-five dollars ($331,865) with funds available through the American Rescue Plan and Restrictive Revenue Account.
D. Consider, discuss, and act upon authorizing a request for proposals for site construction work for the new fire station on George Washington Highway pending final review by the Town Solicitor.
E. Consider, discuss, and act upon acceptance of all public improvements and land dedications, maintenance bond, and release of performance bond associated with the Burlingame Estates subdivision.
F. Consider, discuss, and act upon authorizing a request for proposals to complete work on West Farm Road in the Deer Run Estates subdivision pending final review by the Town Solicitor.
G. Consider, discuss, and act upon authorizing the Town Manager to enter into contract, through the Massachusetts Higher Education Consortium #F05, with Dell Technologies of Round Rock, TX, for the provision and configuration of new desktops, laptops, monitors, and peripherals in an amount not to exceed seventy-six thousand, four hundred and thirty four dollars and fifty-two cents ($76,434.52).
H. Consider, discuss, and act upon the purchase of audio-visual technology from Shanix Technology, Inc., through the RI Master Price Agreement #416, in an amount not to exceed twenty-two thousand, six hundred and one dollars and eighty-six cents ($22,601.86).
I. Consider, discuss, and act upon a resolution for a November 8, 2022 ballot question on new cannabis related licenses for businesses involved in the cultivation, manufacture, laboratory testing and retail sale of adult recreational use cannabis.
J. Consider, discuss, and act upon the purchase of three (3) dedication plaques for each of the elementary schools from AA Thrifty Sign & Awning of Warwick, RI for an amount not to exceed two thousand, four hundred and twenty-five dollars ($2,425.00).
K. Consider, discuss, and act upon authorizing a Memorandum of Agreement modifying the Collective Bargaining Agreement for the Period July 1, 2020 through June 30, 2023 between the Town of Smithfield and Local 2050, International Association of Firefighters, AFL-CIO.
L. Consider, discuss, and act upon authorizing a request for proposals for rehabilitation and renovations at the East Smithfield Neighborhood Center pending final review by the Town Solicitor.
M. Consider, discuss, and act upon authorizing a bid award for group life insurance on behalf of the School Department.
