A.  Move that the minutes of the September 20, 2022 executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(1) Personnel; to interview Russell Potter, James Leach, Joe Siegel, Kathy Greenwood, and Cynthia Roberts for possible appointment or reappointment to a Town board or commission be approved as recorded and sealed.

 

B.  Move that the minutes of the September 20, 2022 open session meeting be approved as recorded.

 

VII.      Consider, discuss and act upon the following possible appointments and reappointments: 

 

A.  Historic Preservation Commission appointment with a term expiring in February of 2024.

 

B.  Land Trust reappointments (2) with terms expiring in September of 2027.

 

VIII.    Public Hearings: 

 

A.  Conduct a public hearing to consider and act upon adopting amendments to the Zoning Ordinance to add Section 9.5 entitled “Contaminated Groundwater Overlay District.”

 

B.  Conduct a public hearing to consider and act upon a resolution authorizing the Smithfield Community Septic System Loan Program’s borrower’s eligibility criteria.

 

C.  Conduct a public hearing to consider and act upon amendments to Chapter 294 of the Code of Ordinances entitled “Sewers” to add Section 294-38 entitled “Community Septic System Loan Program Appropriation Notes”.

 

D.  Conduct a public hearing to consider and act upon adopting Chapter 184 of the Code of Ordinances entitled “Efficient Buildings”.

XI.       New Business:     

 

A.  Consider, discuss, and act upon entering into a contract for Commissioning Services with Steven Turner Inc. in a not to exceed amount of one hundred and twenty-five thousand dollars ($125,000.00) subject to review by the Town Solicitor.

 

B.  Consider, discuss, and act upon authorizing a contract with Honeywell for HVAC and Energy Efficiency Upgrades at Smithfield High School and Gallagher Middle School in an amount not to exceed five million, nine hundred and seventy-four thousand, seven hundred and eighty-five dollars ($5,974,785.00) subject to review by the Town Solicitor.

 

C.  Consider, discuss, and act upon authorizing the Town Manager to enter into a Cooperative Procurement Contract, through the Metropolitan Area Planning Council as Agent for the Greater Boston Police Council, with McGovern Municipal Headquarters of Framingham, MA for the purchase of one (1) new 2022 Ford F-350 Service Truck for eighty-one thousand, six hundred twelve dollars, and fifty-one cents ($81,612.51) subject to review by the Town Solicitor.

 

D.  Consider, discuss, and act upon authorizing the Greenville Public Library to contract, through RI Master Price Agreement #364, with Casey Engineered Maintenance to remove and install new flooring for an amount not to exceed twenty-six thousand, four hundred fourteen dollars and ninety-four cents ($26,414.94) to paid with ARPA funds and subject to review by the Town Solicitor.

 

E.   Consider, discuss, and act upon approving tax abatements in the amount of three hundred fifty-three dollars and forty cents ($353.40).
