Convene into executive session to consider, discuss, and act upon matters pursuant to Rhode Island General Laws Section 42-46-5(a)(1) Personnel; to interview Mark Bushee, Lisa Laidler, Susan Grenon, and Heather Coia for possible appointment to a Town board or commission.

A.       Move that the minutes of the December 3, 2024 open session meeting be approved as recorded.

VII.           Consider, discuss and act upon the following possible appointments and reappointments:

A.    Capital Committee appointment for a life term.

B.     Traffic Safety Commission appointment for a life term.

C.     Fire Department Building Committee appointment for a life term (2).

D.    Zoning Board appointment with a term expiring in May of 2027.

E.     Zoning Board appointment with a term expiring in May of 2025.

VIII.        Public Hearings: 

A.    Continue a public hearing from December 3, 2024 to consider approving a new Class B-Victualler Beverage License for Kamborian Bros., Inc., d/b/a “Napolitano’s Lounge & Brooklyn Pizzeria”, 375 Putnam Pike, Unit 35, with the hours of operation to be Monday through Sunday, 6:00 a.m. to 1:00 a.m., as applied, subject to compliance with all State regulations, local ordinances, and final approval from the Rhode Island Department of Health.

B.     Conduct a public hearing to consider, discuss, and act upon approving the renewal of the Intoxicating Beverage Licenses, as listed, as applied, subject to compliance with all State regulations, local ordinances and a Certificate of Good Standing from the RI Division of Taxation.

A.    Consider, discuss, and act upon approving a new Victualling License for Kamborian Bros., Inc. d/b/a “Napolitano’s Lounge & Brooklyn Pizzeria”, located at 375 Putnam Pike, Unit 35 as applied, subject to compliance with all State regulations, local ordinances, a copy of the Retail Sales Permit and final approval from the RI Department of Health.

B.     Consider, discuss, and act upon approving a new Entertainment License for Kamborian Bros., Inc. d/b/a “Napolitano’s Lounge & Brooklyn Pizzeria”, located at 375 Putnam Pike, Unit 35 as applied, subject to compliance with all State regulations and local ordinances.

C.      Consider, discuss, and act upon approving a new Special Dance License for Kamborian Bros., Inc. d/b/a “Napolitano’s Lounge & Brooklyn Pizzeria”, located at 375 Putnam Pike, Unit 35 as applied, subject to compliance with all State regulations and local ordinances.

D.    Consider, discuss, and act upon approving the renewal of five (5) Victualling Only Licenses, as listed, as applied, subject to compliance with all State regulations and local ordinances:

XI.              New Business:

A.    Consider, discuss, and act upon authorizing an amendment to the proposed American Rescue Plan Act Funding Program.

B.     Consider, discuss, and act upon approving the terms of a contract with Colliers Project Leaders as the Owner’s Project Manager for capital projects at the Smithfield Public Schools on behalf of the School Department.

C.     Consider, discuss, and act upon entering authorizing the Interim Town Manager to enter into contract with Sullivan & McLaughlin for the installation of additional lighting at the Boyle Field Complex in the amount of twenty-nine thousand, six hundred forty-nine dollars, and zero cents ($29,649.00) to be paid for with ARPA funds.

D.    Consider, discuss, and act upon authorizing a resolution for the submission of a proposed Program Year 2023 Community Development Block Grant application.

E.     Consider, discuss, and act upon authorizing Change Order Request #6 from E. W. Burman General Contractors of Warwick, RI for design-build services for the sprinkler system installation at the East Smithfield Neighborhood Center in the amount of one hundred, twenty-nine thousand, two hundred eighty-two dollars, and zero cents ($129,282.00) to be paid for with ARPA funds.

F.      Consider, discuss, and act upon authorizing Change Order Request #9 from E.W. Burman General Contractors of Warwick, RI for the purchase and installation of two (2) new boilers at the East Smithfield Neighborhood Center in the amount of fourteen thousand, five hundred sixteen dollars, and zero cents ($14,516.00) to be funded with ARPA funds.

G.    Consider, discuss, and act upon authorizing the Interim Town Manager to enter into contract, through the RI Master Price Agreement #381, with Narragansett Improvement Company of Providence, RI for parking lot installation services for the East Smithfield Neighborhood Center in the amount of one hundred twenty-four thousand, three hundred eighty-two dollars, and fifty cents ($124,382.50) to be paid for with ARPA funds.

H.    Consider, discuss, and act upon authorizing the Interim Town Manager to enter into contract with T. Miozzi LLC of North Kingstown, RI for parking lot improvement services for the Willow Field parking lot in the amount of twenty-six thousand, four hundred five dollars and zero cents ($26,405.00) to be paid for with ARPA funds.

I.        Consider, discuss, and act upon authorizing a bid award for the purchase of infield mix for the Town’s baseball and softball fields to be paid for with ARPA funds.

J.       Consider, discuss, and act upon authorizing the Interim Town Manager to enter into contract, through the RI Master Price Agreement #565OE, with EH Turf Supply, Inc. DBA Allen's Seed, of Exeter, RI for the supply of a Season Long Fertilization Program in the amount of one hundred two thousand, four hundred seven dollars and seventy-five cents ($102,407.75) to be paid for with ARPA funds.

K.    Consider, discuss, and act upon authorizing the Interim Town Manager to enter into contract, through the RI Master Price Agreement #108, with Parma Doors, Inc. of Smithfield, RI for the purchase of one (1) new 12'x12' rollup garage door for the Public Works Department in the amount of thirteen thousand, three hundred forty-eight dollars, and zero cents ($13,348.00) to be paid for with ARPA funds.

L.     Consider, discuss, and act upon authorizing the Interim Town Manager to enter into contract, through the RI Master Price Agreement #108, with Parma Doors, Inc. of Smithfield, RI for door replacements at Fire Station #1 and Fire Station #2 in the amount of fifty-two thousand, nine hundred eighty-three dollars, and zero cents ($52,983.00) to be paid for with ARPA funds.
