Convene into executive session to consider, discuss, and act upon matters pursuant to Rhode Island General Laws Section 42-46-5(a)(1) Personnel; to interview Christie Holmes, Linda Marcello, Drew Manlove, Louis Catarina, and Chad Morrison for possible appointment or reappointment to a Town board or commission and Section 42-46-5(a)(5) Real Estate; potential acquisition or lease of real property.

A.       Move that the minutes of the March 6, 2025 open session meeting be approved as recorded.

VII.         Consider, discuss and act upon the following possible appointments and reappointments:

A.    Economic Development Commission appointment with a term expiring in March of 2026.

B.    Economic Development Commission appointment with a term expiring in September of 2025.

VIII.       Public Hearings: 

A.    Conduct a public hearing to consider, discuss, and act upon an amendment to Chapter 321 entitled “Taxation”, Article VI “Exempting or Stabilizing of Taxes on qualifying commercial or manufacturing property”.

B.    Conduct a public hearing to consider, discuss, and act upon an amendment to the Tax Stabilization Agreement between Organogenesis Holdings, Inc., Organogenesis, Inc. and DIV Technology Way, LLC authorized by the Town Council on March 6, 2025 making said agreement consistent with the terms of the Ordinance and Tax Stabilization Agreement adopted on March 6, 2025.

C.    Continue a public hearing to consider, discuss, and act upon an amendment to the Code of Ordinances to add Chapter 283 entitled “Seal of the Town” sponsored by Council Members Michael P. Iannotti and Rachel S. Toppi.

D.    Continue a public hearing to consider, discuss, and act upon Zoning Ordinance amendments to Article 9 “Special Districts”, to add Section 9.5 entitled “Davis Liquid Waste Superfund Site – Groundwater Protection Overlay District”.

C.    Consider, discuss and act upon approving three (3) One-Day Special Event Licenses for Seven Cedars Farm for “Easter Fundays”, 20 John Mowry Road on the following dates:

·       Saturday, April 12, 2025 from 11:00 a.m. to 3:00 p.m.

·       Sunday, April 13, 2025 from 11:00 a.m. to 3:00 p.m.

·       Saturday, April 19, 2025 from 11:00 a.m. to 3:00 p.m.

All Special Event Licenses for Seven Cedars Farm are subject to compliance with all State regulations and local ordinances.

D.    Consider, discuss and act upon approving one (1) One-Day Special Event License for Seven Cedars Farm for “Touch a Truck”, 20 John Mowry Road on the following date:

·       Saturday, May 17, 2025 from 10:00 a.m. to 2:00 p.m.

All Special Event Licenses for Seven Cedars Farm are subject to compliance with all State regulations and local ordinances.

E.     Consider, discuss and act upon the annual renewal of one (1) Peddler’s License, as applied, subject to compliance with all State regulations and local ordinances

X.              Old Business: 

A.    Consider, discuss, and act upon adopting a resolution in support of the Rhode Island League of Cities and Towns’ 2025 legislative priorities.

XI.            New Business:

A.    Consider, discuss, and act upon accepting the Camp Shepard Comprehensive Master Plan.

B.    Consider, discuss, and act upon authorizing the purchase, through the NASPO Contract #EV00000354, of seven (7) Automatic External Defibrillators from Advantage Emergency Devices of Brester, NY in an amount not to exceed seventeen thousand, two hundred twenty-six dollars and thirty cents ($17,226.30) utilizing funds from the Opioid Settlement Funds. 

C.    Consider, discuss, and act upon authorizing a request for proposals for General Contractor/Prime Subcontractor services for the RIDE Health and Safety Culinary Emergency Project on behalf of the School Department.

D.    Consider, discuss, and act upon adopting a resolution directing the Town Manager to institute and oversee an internal Financial Expenditure and Management Review Committee sponsored by Council President John J. Tassoni, Jr.
