VI. Minutes:
A. Move that the minutes of the March 18, 2025 executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(1) Personnel; a.) to discuss possible appointments to a Town board or commission and b.) to discuss an employee disability pension be approved as recorded and sealed.
B. Move that the minutes of the March 18, 2025 open session meeting be approved as recorded.
C. Move that the minutes of the March 31, 2025 executive session meeting RI General Laws Section 42-46-5(a)(1) Personnel to discuss Town Manager applications be approved as recorded and sealed.
D. Move that the minutes of the March 31, 2025 open session meeting be approved as recorded.
VII. Consider, discuss and act upon the following possible appointments and reappointments:
A. Appointment to the Water Supply Advisory Board with a term expiring in December of 2026.
B. Reappointment to the Zoning Board with a term expiring in May of 2029.
C. Reappointment to the Board of Assessment Review with a term expiring in December of 2027.
D. Reappointment to the Sewer Authority with a term expiring in January of 2030.
E. Reappointment to the Historic Preservation Commission with a term expiring in February of 2028.
VIII. Public Hearings:
A. Conduct a public hearing to consider, discuss, and act upon an amendment to Chapter 312 of the Code of Ordinances to add Section 312-29 entitled “Sidewalk Snow Removal” sponsored by Council President John J. Tassoni, Jr.
B. Conduct a public hearing to consider, discuss, and act upon an amendment to Chapter 257 of the Code of Ordinances to add Section 257-10 entitled “Tree and Shrub Trimming” sponsored by Council President John J. Tassoni, Jr.
C. Schedule a public hearing on May 13, 2025 to consider, discuss, and act upon an amendment to Chapter 102 of the Code of Ordinances entitled “Traffic Safety Commission” to amend Section 102 entitled “Creation, powers, duties” sponsored by Council Members Michael P. Iannotti and Rachel S. Toppi.

A. Consider, discuss, and act upon approving the annual renewal of three (3) Holiday Sales Licenses, as listed, as applied, subject to compliance with all State regulations and local ordinances.

C. Consider, discuss, and act upon approving one (1) One-Day Beer/Wine License for the Smithfield Senior Center as follows:
· “Wine and Cheese Event” to be held on Thursday, May 15, 2025 from 1:00 p.m. to 3:00 p.m.
The party will take place at the Smithfield Senior Center, 1 William J. Hawkins, Jr. Trail from 1:00 p.m. to 3:00 p.m., as applied, subject to all State regulations and local ordinances.
D. Consider, discuss, and act upon approving one (1) One-Day Beer/Wine License for the Smithfield Senior Center as follows:
· “Comedy Dinner Show” to be held on Thursday, May 22, 2025 from 6:00 p.m. to 9:00 p.m.
The party will take place at the Smithfield Senior Center, 1 William J. Hawkins, Jr. Trail from 6:00 p.m. to 9:00 p.m., as applied, subject to all State regulations and local ordinances.
E. Consider, discuss, and act upon approving the annual renewal of one (1) Bingo License, as applied, subject to compliance with all State regulations and local ordinances.

F. Consider, discuss, and act upon approving new Mobile Food Truck License for Andrianna Webster d/b/a “Lulus Little Pancakes” to sell mini pancakes with toppings from a trailer a with RI Reg. #28168, 99 Burlingame Road, as applied, subject to compliance with all State regulations and local ordinances.
G. Consider, discuss, and act upon approving a new Victualling License for AREV, Inc. d/b/a “Sonia’s Deli, located at 445 Putnam Pike, with the hours of operation to be Monday – Sunday 6:00 a.m. to 2:00 a.m., as applied, subject to compliance with all State regulations, local ordinances, final approval from the RI Department of Health, and final approval from the Building Official.

A. Consider, discuss, and act upon a bid award for the purchase, delivery, and installation of two (2) kilns at the High School to be paid for with grant funds on behalf of the School Department.
B. Consider, discuss, and act upon authorizing a request for proposals for the RI Department of Education School Building Authority Health and Safety Emergency Projects ISE Room at Smithfield High School on behalf of the School Department.
C. Consider, discuss, and act upon rescinding a request for proposals for the sale or lease of the Smithfield Town Landfill located at 0 Ridge Road (AP 42, Lot 91) for the sole purpose of installing a ground mounted solar project.
D. Consider, discuss, and act upon authorizing a request for proposals for the sale or lease of the Smithfield Town Landfill located at 0 Ridge Road (AP 42, Lot 91) for the sole purpose of installing a ground mounted solar project.
E. Consider, discuss, and act upon authorizing the purchase, through the Houston-Galveston Area Council Cooperative, of one (1) Engine/Pumper from Greenwood Emergency Vehicles of North Attleboro, MA for a price of one million, seventy thousand and two dollars, and zero cents ($1,070,002.00) to be funded through the EMS third party billing.
F. Consider, discuss, and act upon rescheduling the May 6, 2025 Town Council meeting to May 13, 2025.
