Convene into executive session to consider, discuss, and act upon matters pursuant to Rhode Island General Laws Section 42-46-5(a)(1) Personnel; to interview Marcie DiOrio and Pamela Dolan for possible appointment to a Town board or commission.

A.    Move that the minutes of the November 18, 2025 executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(5) Real Estate; potential acquisition or lease of real property be approved as recorded and sealed.

B.    Move that the minutes of the November 18, 2025 open session meeting be approved as recorded.

VII.         Consider, discuss and act upon the following possible appointments and reappointments: None

VIII.       Public Hearings: 

A.    Schedule a public hearing on December 26, 2025 to consider, discuss, and act upon amendments to Chapter 34 of the Code of Ordinance to add Section 34-15 entitled “Ocean Pastoral Center Acquisition Financing”.

B.    Conduct a public hearing to consider, discuss and act upon approving the renewal of the Intoxicating Beverage Licenses, as listed, as applied, subject to compliance with all State regulations, local ordinances and a Certificate of Good Standing from the RI Division of Taxation.

A.    Consider, discuss, and act upon authorizing a request for proposals for commercial kitchen equipment upgrades at the Senior Center subject to review by the Town Solicitor.

B.    Consider, discuss, and act upon authorizing a pole petition from RI Energy Co. to relocate one pole on Whipple Road.

C.    Consider, discuss, and act upon authorizing a two-year contract extension with Waste Management of RI, Inc. for collection of residential refuse and recycling.

D.    Consider, discuss, and act upon authorizing the Town Manager to enter into a Purchase & Sales Agreement for the sale of property at 321 George Washington Highway (AP 48/Lot 51).

E.     Consider, discuss, and act upon adopting a resolution authorizing the acquisition of 60 Austin Avenue.

F.     Discussion on issues related to short-term housing rentals in the Town of Smithfield sponsored by Council Member Rachel S. Toppi.
