A.    Budget and Financial Review Board reappointment with a term expiring in January of 2030.

B.     Conservation Commission reappointments (2) with terms expiring in July of 2028.

C.     Water Supply Board Advisory Commission reappointments (2) with terms expiring in December of 2027.

VIII.        Public Hearings: 

A.    Conduct a public hearing to consider, discuss, and act upon amendments to Chapter 60 of the Code of Ordinances entitled “Municipal Court” to add section D to Section 7 entitled “Jurisdiction” sponsored by Council Vice President Angelica L. Bovis.

B.     Schedule a public hearing on August 5, 2025 to amend Section 9.3 of the Smithfield Zoning Ordinance entitled “Putnam Pike/Esmond Street Planned Development District”.

C.    Conduct a public hearing to consider, discuss, and act upon approving a one (1) One-Day Special Event License for Seven Cedars Farm d/b/a “Seven Cedars Farm”, for a “Summer Haunted Hayride”, 20 John Mowry Road on the following date:

·         Saturday, July 26, 2025 from 6:00 p.m. to 11:00 p.m.

All Special Event Licenses for Seven Cedars Farm are subject to compliance with all State regulations, local ordinances and proof of insurance.

D.    Conduct a public hearing to consider, discuss, and act upon approving eighteen (18) One-Day Special Event Licenses for Seven Cedars Farm d/b/a “Seven Cedars Farm”, for “Haunted Hayrides” and “Non-Scary Hayrides”, 20 John Mowry Road on the following dates:

E.     Conduct a public hearing to consider, discuss, and act upon approving a one (1) One-Day Special Event License for the Smithfield Recreation Department, for a “Community Night Out Event”, 1 William J. Hawkins, Jr, Trail on the following date:

·         Tuesday, August 19, 2025 from 4:00 p.m. to 9:00 p.m.

All Special Event Licenses for the Smithfield Recreation Department are subject to compliance with all State regulations and local ordinances.

IX.              Licenses: 

A.    Consider, discuss, and act upon approving two (2) One-Day Beer/Wine Licenses for Seven Cedars Farm d/b/a “Seven Cedars Farm”, 20 John Mowry Road, on the following dates:

·         Saturday, August 16, 2025 for a family reunion from 12:00 p.m. to 7:00 p.m.

·         Sunday, September 21, 2025 for a private function from 11:00 a.m. to 3:00 p.m.

All Class F One-Day Beer Licenses for Seven Cedars Farm are subject to compliance with all State regulations, local ordinances, Tip Cards and proof of insurance.

B.     Consider, discuss, and act upon approving the annual renewal of one (1) Bingo License, as applied, subject to compliance with all State regulations and local ordinances.

C.     Consider, discuss, and act upon approving one (1) One-Day Beer/Wine License for Revive the Roots as follows:

·         2025 Donor Gala to be held on Saturday, July 19, 2025 from 4:30 p.m. to 9:00 p.m.

The party will take place at Revive the Roots, 10 Old Forge Road from 4:30 p.m. to 9:00 p.m., as applied, subject to all State regulations and local ordinances.

D.    Consider, discuss, and act upon approving a new Victualling License for Viet Crave, LLC d/b/a “Viet Crave,” 375 Putnam Pike, Unit 25, as applied, subject to compliance with all State regulations, local ordinances, final approval from the RI Department of Health and a Certificate of Occupancy from the Building/Zoning Official’s Office.

E.     Consider, discuss, and act upon approving a One-Day Beer/Wine License for St. Philip Church, to hold a “Sip at Sunset Summer Social” on Friday, July 25, 2025, from 6:00 p.m. to sunset, at St. Philip Church, 622 Putnam Pike, as applied, subject to compliance with all State regulations, local ordinances, Tip Cards and a noise permit.

F.      Consider, discuss, and act upon approving a new Victualling Only License for Juniper Hospitality, LLC d/b/a “Holiday Inn Express & Suites”, 1010 Douglas Pike, as applied, subject to compliance with all State regulations, local ordinances and final approval from the RI Department of Health.

G.    Consider, discuss, and act upon approving the annual renewal of one (1) Pool Table License, as applied, subject to compliance with all State regulations and local ordinances.

X.                Old Business:

A.    Consider, discuss, and act upon authorizing a request for proposals to furnish and install an electronic messaging board at the Smithfield High School on behalf of the School Department.

XI.              New Business:

A.    Consider, discuss, and act upon authorizing a bid award for the Microsoft Office 365 migration program.

B.     Consider, discuss, and act upon authorizing a Memorandum of Agreement (MOA) modifying the Collective Bargaining Agreement for the Period July 1, 2023 through June 30, 2026 between the Town of Smithfield and Smithfield Lodge No. 17, Fraternal Order of Police (FOP) regarding a body worn camera policy.

C.     Consider, discuss, and act upon approving Alternative Project 1 for the RI Department of Education School Building Authority Health and Safety Emergency Projects for the reconstruction of the wall between the ISE room and greenhouse at the High School at a cost not to exceed sixty thousand dollars and zero cents ($60,000.00) on behalf of the School Department.

D.    Consider, discuss, and act upon approving Alternative Project 2 for the RI Department of Education School Building Authority Health and Safety Emergency Projects to replace the existing flooring in the new ISE room at a cost not to exceed twenty-eight thousand dollars and zero cents ($28,000.00) on behalf of the School Department.

E.     Consider, discuss, and act upon authorizing the Town Manager to enter into a contract addendum with Rosewood Consulting for grant administration and writing for an amount not to exceed forty-eight hundred dollars and zero cents ($4,800.00) per month for fiscal year 2026 and five thousand dollars and zero cents ($5,000) per month for fiscal year 2027.

F.      Consider, discuss, and act upon authorizing the Town Manager to enter into contract, through Sourcewell Contract #19435, with Turf Products Company of Enfield, CT for the purchase of one (1) new MH-400 SH2 Broadcast Top Dresser with attachments in an amount not to exceed forty-one thousand, two hundred thirty-one dollars and ninety-nine cents ($41,231.99) to be funded from the Capital Budget.

G.    Consider, discuss, and act upon authorizing the Town Manager to enter into contract, through the RI Master Price Agreement #91, with Ed and Matt Equipment Company of Smithfield, RI for the purchase of one (1) new Yanmar 47HP tractor with loader and canopy in an amount not to exceed forty-three thousand, six hundred ninety-nine dollars and zero cents ($43,699.00) to be funded from the Capital Budget.

H.    Consider, discuss, and act upon a bid award for a consultant to update the Town’s Needs Assessment and Development Impact Fee Report and Impact Fee Schedule.

I.        Consider, discuss, and act upon authorizing the purchase of one (1) live fire training system add-on from United Rentals in the amount of fifty-three thousand, two hundred eighty-five dollars and zero cents ($53,285.00) to be funded by FEMA AFG Grant EMW-2022-FG-05429 and co-share payment from the Greater Woonsocket Fire Chiefs Mutual Aid Association.
