B.    Move that the minutes of the May 13, 2025 executive session meeting held pursuant to Rhode Island General Laws Section 42-46-5(a)(2); Existing Litigation: PC# 2024-06280 (Appeal and PC 2025-0203) GDM ESS, LLC vs. S. James Busam, Chairman of the Smithfield Zoning Board of Review, et. al., and Potential Litigation be approved as recorded and sealed.

C.    Move that the minutes of the May 13, 2025 open session meeting be approved as recorded.

A.    Budget and Financial Review Board reappointment with a term expiring in January of 2030.

A.    Conduct a public hearing to consider, discuss, and act upon an amendment to Chapter 340, Article IV of the Code of Ordinances entitled “Schedule of Penalties” to amend Section 340-15(a) entitled “Nonmoving Violations” and adding thereto Section 340-15(c) entitled “Temporary No Parking Regulations”.

A.    Consider, discuss, and act upon approving the annual renewal of two (2) Mobile Food Truck Licenses, as listed, as applied, subject to compliance with all State regulations and local ordinances.

F.     Consider, discuss, and act upon approving a new Mobile Food Truck License for Colbea Enterprises, LLC d/b/a “Corner Market Cafe”, 695 George Washington Highway, Lincoln, RI with a RI Reg. number 1VE758, as applied, subject to compliance with all State regulations and local ordinances.

G.    Consider, discuss, and act upon the annual renewal of one (1) Peddler’s Licenses, as listed, as applied, subject to compliance with all State regulations and local ordinances.

1.     Marshall E. Gorden d/b/a “Wolfe Novelties”, to sell balloons and souvenirs from a truck with RI Reg. #UN-98, 140 Vancouver Avenue, Warwick, RI

H.    Consider, discuss, and act upon approving the annual renewal of one (1) Pool Table License as applied, subject to compliance with all State regulations and local ordinances.

I.      Consider, discuss, and act upon approving a new Massage Establishment License for Therapy & Wellness, LLC, d/b/a "Knot Massage", 135 Pleasant View Avenue #9, as applied, subject to compliance with all State regulations and local ordinances.

J.      Consider, discuss, and act upon approving a new Massage Therapy License for Jessica Greenhalgh to conduct therapeutic massage at "Knot Massage", 135 Pleasant View Avenue #9, as applied, subject to compliance with all State regulations and local ordinances.

XI.            New Business:

A.    Consider, discuss, and act upon authorizing the Town Manager to enter into a contract, through the Sourcewell Contract #120320, with Zamboni Company USA of Paramount, CA for the purchase of one (1) new Zamboni 552 AC ice resurfacing unit in an amount not to exceed one hundred thirty-four thousand, nine hundred eighty-two dollars and ninety-five cents ($134,982.95) to be funded out of the operating budget.

B.    Consider, discuss, and act upon authorizing the Town Manager to purchase of one (1) used Ford Explorer from Metrowest Auto Sales of Worcester, MA in the amount of fourteen thousand, three hundred, eighty-seven dollars and zero cents ($14,387.00) to be funded through the Capital Reserve Fund.

C.    Consider, discuss, and act upon a bid award for the RI Department of Education School Building Authority Health and Safety Emergency Projects ISE Room at Smithfield High School on behalf of the School Department.

D.    Consider, discuss, and act upon adopting a resolution in support of the General Assembly establishing a Smithfield Juvenile Hearing Board.

E.     Consider, discuss, and act upon adopting a resolution in opposition to House Bill 5436 and Senate Bill 359 relating to gun control.
