A. Board of Canvassers appointment with a term expiring in March of 2027.
VIII. Public Hearings:
A.    Conduct a public hearing to consider, discuss, and act upon amendments to Chapter 236, Article 1 of the Code of Ordinances entitled “Miscellaneous Provisions” to add a section entitled “Penalties for Repeated Violations of State Tobacco Laws” and a section entitled Penalties for Repeated Violations of State Alcohol Laws” sponsored by Council President John J. Tassoni, Jr.
IX. Licenses:
A.    Consider, discuss, and act upon approving one (1) One-Day Beer/Wine License for the Smithfield Senior Center as follows:
·       “Halloween Party” to be held on Tuesday, October 28, 2025 from 12:00 p.m. to 3:00 p.m.
The party will take place at the Smithfield Senior Center, 1 William J. Hawkins, Jr. Trail from 12:00 p.m. to 3:00 p.m., as applied, subject to all State regulations and local ordinances
B. Consider, discuss, and act upon approving a One-Day Beer/Wine License for St. Philip Church, 622 Putnam Pike, to hold a Wine Tasting to be held on Saturday, November 15, 2025, from 7:00 p.m. to 10:00 p.m., as applied, subject to compliance with all State regulations and local ordinances.

A. Consider, discuss, and act upon authorizing the Town Manager to enter into a Development Agreement for a new fire station at 341 George Washington Highway (AP 48/Lot 58) subject to final review by the Town Solicitor.
B. Consider, discuss, and act upon authorizing the Smithfield Land Trust By-Laws as amended and adopted by the Land Trust on October 2, 2025.
C. Consider, discuss, and act upon renaming the Willow Baseball Field after Doris Connell.
D. Consider, discuss, and act upon authorizing the Town Manager’s terms and conditions of employment.
